7 An Act relating to schools; requiring school security
7 alert systems; necessitating the State Board of
8 Education adopt a list; detailing minimum
8 requirements of alert systems; providing for
9 codification; providing an effective date; and
9 declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 5-149.4 of Title 70, unless
15
16 there is created a duplication in numbering, reads as follows:

17 A. Each public school district shall have and implement a
17
18 school security alert and response system.
18
19 B. The State Board of Education shall adopt a list of approved
19
20 school security alert and response systems. At a minimum, an
20
21 approved school security alert and response system shall:

22 1. Automatically alert designated school personnel when an
22
23 emergency response is initiated on-site by smartphone application,
23
24 phone call, text message, or other technology;

 1 2. Provide emergency responders with floor plans, caller

2 location, and other information to assist emergency responders
2
3 during a 911 call; and
3
4 3. Integrate designated school personnel with emergency
4
5 responders to provide real-time situational updates during an
5
6 emergency.

7 SECTION 2. This act shall become effective July 1, 2024.
7
8 SECTION 3. It being immediately necessary for the preservation
8
9 of the public peace, health or safety, an emergency is hereby
9
10 declared to exist, by reason whereof this act shall take effect and
10
11 be in full force from and after its passage and approval.
