7 An Act relating to the Oklahoma Capitol Improvement
7 Authority; providing for allocation of funds from the
8 Legacy Capital Financing Fund for purposes of
8 constructing the State Capitol Arch; authorizing
9 contract for design and construction; designating
9 parcel of real property for purposes of construction;
10 providing for applicability of provisions related to
10 administration of the Legacy Capital Financing Fund;
11 providing for codification; providing an effective
11 date; and declaring an emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. NEW LAW A new section of law to be codified
15
16 in the Oklahoma Statutes as Section 401 of Title 73, unless there is
16
17 created a duplication in numbering, reads as follows:

18 A. The Oklahoma Capitol Improvement Authority shall allocate
18
19 the sum of Four Million Three Hundred Thousand Dollars
19
20 ($4,300,000.00) from the Legacy Capital Financing Fund for purposes
20
21 of the design and construction of the State Capitol Arch the purpose
21
22 of which is to honor and memorialize the services performed by the
22
23 Oklahoma National Guard.

 1 B. The State Capitol Arch shall be constructed upon the

2 following described parcel of real property:

4 C. The State Capitol Preservation Commission shall enter into
4
5 contract with such person, persons, or lawfully recognized entities
5
6 as may be required in order to construct the State Capitol Arch
6
7 according to preliminary design documents as prepared by the
7
8 Architect of the State Capitol.

9 D. The provisions of Section 187B of Title 73 of the Oklahoma
9
10 Statutes shall be applicable to the project.

11 SECTION 2. This act shall become effective July 1, 2024.
11
12 SECTION 3. It being immediately necessary for the preservation
12
13 of the public peace, health or safety, an emergency is hereby
13
14 declared to exist, by reason whereof this act shall take effect and
14
15 be in full force from and after its passage and approval.
