7 An Act relating to schools; amending Section 2,
7 Chapter 281, O.S.L. 2023 (70 O.S. Supp. 2023, Section
8 5-148.2), which relates to the School Security
8 Revolving Fund; permitting use of funds to implement
9 crisis management solution; providing details of
9 crisis management solution; and providing an
10 effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. AMENDATORY Section 2, Chapter 281, O.S.L.
14
15 2023 (70 O.S. Supp. 2023, Section 5-148.2), is amended to read as
15
16 follows:
16
17 Section 5-148.2 A. There is hereby created in the State
17
18 Treasury a revolving fund for the State Department of Education to
18
19 be designated the "School Security Revolving Fund". The fund shall
19
20 be a continuing fund, not subject to fiscal year limitations, and
20
21 shall consist of all monies received by the State Department of
21
22 Education from:

23 1. Reimbursements, grants, or other monies received from other
23
24 state agencies and entities for school security;

1 2. Reimbursements, grants, or other monies received from the

2 United States government obligated to school security projects;
2
3 3. Gifts, donations, and bequests; and
3
4 4. Monies appropriated or apportioned by the Legislature.

5 B. All monies accruing to the credit of the School Security
5
6 Revolving Fund are hereby appropriated and may be budgeted and
6
7 expended by the State Department of Education for the purposes of:
7
8 1. Establishing and maintaining a School Resource Officer
8
9 Program; and
9
10 2. Providing physical security enhancements for schools
10
11 including, but not limited to, school resource officers, cameras,
11
12 gates, lighting, locks, doors, windows, security geofencing, and
12
13 ballistic storm shelters.; and
13
14 3. Implementation of a crisis management solution. This
14
15 consists of a hard-wired notification system for identifying the
15
16 location of a threat notifying staff, law enforcement, and first
16
17 responders. The notification system shall also notify staff via
17
18 text, email, and voice alert. The system must also address the time
18
19 gap issue from the beginning of a violent event until law
19
20 enforcement support can arrive and end the threat. The crisis
20
21 management solution shall provide training and implementation of a
21
22 variety of secured response options, including threshold protection,
22
23 escape and evade options, and trauma first aid items. Monies in the

1 School Security Revolving Fund shall supplement and not supplant

2 existing school security funding.

3 C. Expenditures from the School Security Revolving Fund shall
3
4 be made upon warrants issued by the State Treasurer against claims
4
5 filed as prescribed by law with the Director of the Office of
5
6 Management and Enterprise Services for approval and payment.
6
7 Expenditures from the School Security Revolving Fund shall not
7
8 exceed Fifty Million Dollars ($50,000,000.00) in any fiscal year and
8
9 shall be divided equally among every public school district in the
9
10 state.

11 SECTION 2. This act shall become effective November 1, 2024.
