7 An Act relating to school mapping data; defining
7 term; prescribing requirements for school mapping
8 data; providing for use of data by law enforcement;
8 creating School District Mapping Data Grant Program;
9 authorizing the Oklahoma Department of Public Safety
9 to make application for funding; imposing
10 requirements with respect to funds; providing for
10 codification; providing an effective date; and
11 declaring an emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. NEW LAW A new section of law to be codified
15
16 in the Oklahoma Statutes as Section 5-149.1 of Title 70, unless
16
17 there is created a duplication in numbering, reads as follows:
17
18 A. As used in this section, the term "school mapping data"
18
19 means information provided in an electronic or digital format to
19
20 assist first responders in responding to emergencies at schools.
20
21 B. The school mapping data provided must:
21
22 1. Be compatible with software platforms used by local, county,
22
23 state, and federal public safety agencies that provide emergency
23
24 services to the specific school for which the data is provided

1 without requiring such agencies to purchase additional software or

2 requiring a fee to view or access the data;

3 2. Be compatible with security software platforms in use by the
3
4 specific school for which the data is provided without requiring the
4
5 local law enforcement agencies or school districts to purchase
5
6 additional software or requiring a fee to view or access the data;
6
7 3. Be in a printable format and, if requested in addition to
7
8 subsection A of this section, be in a digital file format that can
8
9 be integrated into interactive mobile platforms in use;
9
10 4. Be verified by the entity producing the data for accuracy by
10
11 a walk-through of school buildings and grounds;
11
12 5. Be oriented true north;

13 6. Be overlaid on current aerial imagery;
13
14 7. Contain site-specific labeling that matches the structure of
14
15 school buildings, including room labels, hallway names, and external
15
16 door or stairwell numbers and locations of hazards, critical utility
16
17 locations, key boxes, automated external defibrillators, and trauma
17
18 kits;
18
19 8. Contain site-specific labeling that matches the school
19
20 grounds, including parking areas, athletic fields, surrounding
20
21 roads, and neighboring properties; and
21
22 9. Be overlaid with gridded "x" and "y" coordinates.

23 C. School mapping data as defined by this section shall not be
23
24 modified or updated independently without corresponding updates to

1 school mapping data within software platforms used by local, county,

2 state, and federal public safety agencies that provide emergency
2
3 services to the specific school.

4 D. In order to facilitate efficient emergency response by
4
5 public safety agencies in the State of Oklahoma, the School District
5
6 Mapping Data Grant Program is created within the Oklahoma Department
6
7 of Public Safety. The Oklahoma Department of Public Safety may
7
8 apply to receive funds to provide school mapping data for each
8
9 public school, including charter schools, in the district and each
9
10 private school. The Oklahoma Department of Public Safety shall use
10
11 the funds to satisfy all or some of the requirements of this
11
12 section, which may include procuring a vendor to provide such data.

13 The entity producing the data is responsible for providing the data
13
14 to the Oklahoma Department of Public Safety, school district, and
14
15 local law enforcement and public safety agencies for use in response
15
16 to emergencies and for conducting any required or authorized drills.

17 SECTION 2. This act shall become effective July 1, 2024.
17
18 SECTION 3. It being immediately necessary for the preservation
18
19 of the public peace, health or safety, an emergency is hereby
19
20 declared to exist, by reason whereof this act shall take effect and
20
21 be in full force from and after its passage and approval.
