7 An Act relating to vehicle license and registration;
7 requiring license plates to be issued to motor
8 vehicle and not the owner upon certain date;
8 providing for transfer of plate between owners;
9 authorizing Service Oklahoma to promulgate rules;
9 repealing 47 O.S. 2021, Section 1112.2, as amended by
10 Section 126, Chapter 282, O.S.L. 2022 (47 O.S. Supp.
10 2023, Section 1112.2), which relates to transfer of
11 license plates; providing for codification; providing
11 an effective date; and declaring an emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. NEW LAW A new section of law to be codified
15
16 in the Oklahoma Statutes as Section 1112.2A of Title 47, unless
16
17 there is created a duplication in numbering, reads as follows:

18 A. Effective July 1, 2024, every motor vehicle license plate
18
19 shall be issued to and remain with the motor vehicle it is initially
19
20 registered to and shall be transferable between motor vehicle
20
21 owners.

22 B. Service Oklahoma shall promulgate rules as may be required
22
23 to implement the provisions of this section including, but not
23
24 limited to, rules required for a system under which the license

 1 plate is registered to a motor vehicle and not an individual for all

2 transfers of ownership of motor vehicles and license plates.

3 SECTION 2. REPEALER 47 O.S. 2021, Section 1112.2, as
3
4 amended by Section 126, Chapter 282, O.S.L. 2022 (47 O.S. Supp.
4
5 2023, Section 1112.2), is hereby repealed.
5
6 SECTION 3. This act shall become effective July 1, 2024.

7 SECTION 4. It being immediately necessary for the preservation
7
8 of the public peace, health or safety, an emergency is hereby
8
9 declared to exist, by reason whereof this act shall take effect and
9
10 be in full force from and after its passage and approval.
