7 An Act relating to school funding; directing the

8 expenditure and disbursement reports to the
8 Legislature; prescribing timing for report
9 submission; mandating information to be included in
9 report; providing for format of report; mandating
10 report be published on Department website; requiring
10 designation of certain Department employee; defining
11 term; and providing for codification.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. NEW LAW A new section of law to be codified
15
16 in the Oklahoma Statutes as Section 3-104.12 of Title 70, unless
16
17 there is created a duplication in numbering, reads as follows:

18 A. Beginning October 1, 2024, the State Department of Education
18
19 shall compile and submit quarterly reports to the Oklahoma House of
19
20 Representatives and the Oklahoma State Senate detailing all
20
21 expenditures and disbursements made by the Department and the State
21
22 Board of Education during the preceding quarter.

 1 B. The quarterly reports shall be submitted within thirty (30)
1
2 days after the end of the relevant quarter and shall include, for
2
3 each expenditure or disbursement:
3
4 1. The date of the expenditure or disbursement;
4
5 2. The amount of the expenditure or disbursement;
5
6 3. A brief description of the category and purpose of the
6
7 expenditure or disbursement; and
7
8 4. The specific source of funds used for the expenditure or
8
9 disbursement including, but not limited to, state funds, federal
9
10 funds, grant funds, private funds, or funds from any other source.

11 C. The quarterly reports shall be submitted to the Legislature
11
12 in both electronic and hard copy format. The Department shall also
12
13 publish the quarterly reports on its website within ten (10) days of
13
14 submitting the report to the Legislature. The Department shall
14
15 designate an employee of the Department who can verify the accuracy
15
16 of the quarterly reports and answer any questions about the
16
17 information contained in the reports.

18 D. As used in this section, "expenditure" means any payment of
18
19 money made by the Department or the Board in pursuit of its
19
20 functions and duties, regardless of the source of the funds.
