7 An Act relating to higher education; creating the
7 DIPG Grant Program Revolving Fund; specifying source
8 of fund; providing for expenditures; providing
8 purpose of fund; directing the Oklahoma State Regents
9 for Higher Education to award grants; establishing
9 permitted use of grants; directing Regents to
10 establish criteria and process for application;
10 directing that grants be considered on statewide
11 basis; directing regents to promulgate rules;
11 providing for codification; and providing an
12 effective date.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

16 SECTION 1. NEW LAW A new section of law to be codified
16
17 in the Oklahoma Statutes as Section 3235 of Title 70, unless there
17
18 is created a duplication in numbering, reads as follows:

19 A. There is hereby created in the State Treasury a revolving
19
20 fund for the Oklahoma State Regents for Higher Education to be
20
21 designated the "Diffuse Intrinsic Pontine Glioma (DIPG) Grant
21
22 Program Revolving Fund". The fund shall be a continuing fund, not
22
23 subject to fiscal year limitations, and shall consist of monies
23
24 appropriated by the Legislature and private dollars given to the

1 Oklahoma State Regents for Higher Education for the purpose of

2 supporting the DIPG grant program. All monies accruing to the credit
2
3 of the fund are hereby appropriated and may be budgeted and expended
3
4 by the Oklahoma State Regents for Higher Education for the purpose
4
5 of running and distributing the DIPG grant program described in
5
6 subsection B of this section. Expenditures from the fund shall be
6
7 made on warrants issued by the State Treasurer against claims filed
7
8 by the Oklahoma State Regents for Higher Education with the Director
8
9 of the Office of Management and Enterprise Services for approval and
9
10 payment.

11 B. Contingent upon the amount of funds available in the DIPG
11
12 Grant Program Revolving Fund, the Oklahoma State Regents for Higher
12
13 Education shall award one or more grants annually to private and
13
14 public universities in Oklahoma. The grants shall be used to
14
15 research and find a cure for DIPG. The Oklahoma State Regents for
15
16 Higher Education shall determine the criteria for and establish a
16
17 process for the submission of grant applications. The applications
17
18 shall be considered on a statewide competitive basis. The Oklahoma
18
19 State Regents for Higher Education shall promulgate rules for the
19
20 implementation of the grants issued pursuant to this section.
20
21 SECTION 2. This act shall become effective November 1, 2024.
