7 An Act relating to school safety; creating the School
7 Safety Interoperability Fund; providing for the
8 appropriation of funds by the Legislature; directing
8 the Department of Public Safety to administer and
9 distribute funds to certain entities; establishing
9 school safety interoperability program requirements;
10 providing for codification; and providing an
10 effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. NEW LAW A new section of law to be codified
15
16 in the Oklahoma Statutes as Section 2-151 of Title 47, unless there
16
17 is created a duplication in numbering, reads as follows:
17
18 There is hereby created in the State Treasury a fund to be
18
19 designated as the "School Safety Interoperability Fund". The fund
19
20 shall consist of monies appropriated to the fund by the Legislature
20
21 and shall be used for acquisitions and maintenance of the school
21
22 safety interoperability program. The Department of Public Safety
22
23 shall administer the fund and distribute said funds to any county,
23
24 municipality, school district, sheriff's department, or municipal

1 police department that establishes a school safety interoperability

2 program. The funds shall only be used for a school safety
2
3 interoperability program that meets all of the following
3
4 requirements:
4
5 1. Encompasses public school districts, charter schools, and
5
6 private schools throughout the state;
6
7 2. Enables the deployment of an interoperable multimedia
7
8 communications system to a user base consisting of public safety
8
9 agencies and schools providing instruction in any combination of
9
10 kindergarten programs and grades one through twelve;
10
11 3. Provides a dynamic, scalable communications environment that
11
12 allows for the following:
12
13 a. automated emergency notifications from schools
13
14 directly to multiple public safety agencies by
14
15 integrating existing hard or soft panic button
15
16 solutions,
16
17 b. automated public safety mutual aid talk groups that
17
18 bridge disparate land mobile radio systems among
18
19 multiple public safety agencies in an emergency,
19
20 c. enables live school cameras to be securely shared with
20
21 public safety agencies upon emergency incident
21
22 initiation where the location of the cameras and live
22
23 views are displayed on the floor plan and may be
23

1 remotely viewed by first responders from a floor plan

2 view for situational context,
2
3 d. uses multiple forms of voice and data communications
3
4 in a secure manner to all users involved in an
4
5 incident including push-to-talk voice communication,
5
6 land mobile radio to long term evolution
6
7 interoperability, location, image, video, and document
7
8 sharing,
8
9 e. authenticates system users' identity, location, and
9
10 operational status during an incident, and
10
11 f. secures sharing of collaborative incident maps,
11
12 building floor plans, and images between schools and
12
13 public safety agency users;
13
14 4. Integrates with school panic alarm systems that, when
14
15 activated, establishes direct emergency incident collaboration
15
16 between schools and public safety agencies, primary law enforcement
16
17 agencies, public safety answering points, and appropriate mutual aid
17
18 agencies, and simultaneously shares live video and floor plans
18
19 through such systems;

20 5. Enables dynamic interoperable radio communications between
20
21 first responder agencies that may be using incompatible or different
21
22 radio communications systems or channels;

1 6. Enables each participating entity to maintain discretionary

2 real-time control over its communications, video, and information
2
3 assets;
3
4 7. Encrypts all media communications to a standard of at least
4
5 advanced encryption standard(AES)-256;
5
6 8. Is certified under the Federal Support Anti-Terrorism by
6
7 Fostering Effective Technologies Act (SAFETY Act) of 2002, Part 25
7
8 of Chapter I of Title 6 of the Code of Federal Regulations, as a
8
9 qualified antiterrorism technology;
9
10 9. Is compatible and interoperates with the Federal Emergency
10
11 Management Agency interoperable gateway system for large-scale
11
12 disaster communications;
12
13 10. Ensures student and staff privacy by allowing for the
13
14 sharing of information in an emergency or with incident-based
14
15 permission; and
15
16 11. Enables integration to school access control systems to
16
17 allow remote lock down by law enforcement agencies through the same
17
18 multimedia system.

19 SECTION 2. This act shall become effective November 1, 2024.
