7 An Act relating to schools; directing the State

8 artificial intelligence program; directing Department
8 to provide certain trainings, workshops, and courses;
9 directing Department to facilitate certain
9 partnerships; mandating the integration of certain
10 concepts in school curricula; directing for
10 development of certain education modules; clarifying
11 preference for certain learning and experience;
11 creating the Oklahoma Artificial Intelligence
12 Education Revolving Fund; specifying source of fund;
12 providing for expenditures; providing purpose of
13 fund; and providing for codification.

16 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

17 SECTION 1. NEW LAW A new section of law to be codified
17
18 in the Oklahoma Statutes as Section 11-103.6q-1 of Title 70, unless
18
19 there is created a duplication in numbering, reads as follows:
19
20 A. Starting in the 2025-2026 school year, the State Department
20
21 of Education shall make available a comprehensive professional
21
22 development program for Oklahoma teachers focusing on artificial
22
23 intelligence tools and methodologies.

1 B. The Department shall regularly provide training sessions,

2 workshops, and online courses to enhance teachers' artificial
2
3 intelligence literacy and teaching capabilities.
3
4 C. The Department shall work to facilitate partnerships with
4
5 artificial intelligence experts and institutions for ongoing teacher
5
6 education.

7 SECTION 2. NEW LAW A new section of law to be codified
7
8 in the Oklahoma Statutes as Section 11-103.6q-2 of Title 70, unless
8
9 there is created a duplication in numbering, reads as follows:

10 Starting in the 2025-2026 school year, the State Department of
10
11 Education shall make available to every public elementary school and
11
12 high school in the State of Oklahoma the following:
12
13 1. Introduce artificial intelligence concepts and applications
13
14 across various subjects in school curricula;
14
15 2. Provide age-appropriate artificial intelligence education
15
16 modules, emphasizing both technical skills and nontechnical skills.
16
17 This shall include, but is not limited to, ethical aspects of
17
18 artificial intelligence, potential bias, and responsible use of
18
19 artificial intelligence in day-to-day life; and
19
20 3. The curricula should encourage project-based learning and
20
21 hands-on experience with artificial intelligence tools and
21
22 platforms.

2 in the Oklahoma Statutes as Section 11-103.6q-3 of Title 70, unless

3 there is created a duplication in numbering, reads as follows:

4 There is hereby created in the State Treasury a revolving fund
4
5 for the State Department of Education to be designated the "Oklahoma
5
6 Artificial Intelligence Education Revolving Fund". The fund shall
6
7 be a continuing fund, not subject to fiscal year limitations, and
7
8 shall consist of all monies received by the State Department of
8
9 Education from state appropriations. All monies accruing to the
9
10 credit of the fund are hereby appropriated and may be budgeted and
10
11 expended by the State Department of Education for the purpose of
11
12 providing assistance to teachers and school districts pursuant to
12
13 the provisions of Sections 1 and 2 of this act as well as to assist
13
14 school districts in the purchase of artificial intelligence
14
15 resources, including software, hardware, and online platforms.

16 Expenditures from the fund shall be made upon warrants issued by the
16
17 State Treasurer against claims filed as prescribed by law with the
17
18 Director of the Office of Management and Enterprise Services for
18
19 approval and payment.

20 SECTION 4. NEW LAW A new section of law to be codified
20
21 in the Oklahoma Statutes as Section 11-103.6q-4 of Title 70, unless
21
22 there is created a duplication in numbering, reads as follows:

23 On or before December 1 of each year, the State Department of
23
24 Education shall submit a report to the Legislature on the

1 administration of the Oklahoma Artificial Intelligence Education
1
2 Revolving Funds and how those funds were utilized.
