7 An Act relating to counties and county officers;
7 permitting counties participating in a multi-county
8 library system to adopt certain procedure; permitting
8 certain accounting request; directing for designation
9 of party to be in charge of accounting; directing for
9 adoption of presentation method; providing for
10 codification; and providing an effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 339.9 of Title 19, unless there
15
16 is created a duplication in numbering, reads as follows:

17 Counties that participate in a multi-county library system may,
17
18 by two-thirds (2/3) vote of all participating county commissioner
18
19 boards, adopt the following procedure:
19
20 A. Counties participating in multi-county library systems may
20
21 request an accounting of the library system's overall budget and
21
22 estimate of needs. Each multi-county library system shall designate
22
23 the executive director or employee in charge of accounting to
23

 1 produce requested accounting or estimate of needs made under this

2 act; and
2
3 B. If adopted, each county shall also adopt one of the
3
4 following:
4
5 1. The presentation of the accounting or estimate of needs
5
6 shall be given at a location agreed upon by all chairmen of the
6
7 participating county boards, or
7
8 2. The individual county board of commissioners with the
8
9 largest funding contribution to the multi-county library system
9
10 budget shall host the presentation of the accounting or estimate of
10
11 needs.

12 SECTION 2. This act shall become effective November 1, 2024.
