7 An Act relating to schools; requiring students in the
7 third through fifth grades to receive instruction in
8 cursive handwriting; providing for competency in
8 reading and legibly writing in cursive by specified
9 time; providing for codification; providing an
9 effective date; and declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 11-103.16 of Title 70, unless
15
16 there is created a duplication in numbering, reads as follows:

17 Beginning in the 2024-2025 school year, each school district and
17
18 charter school shall provide instruction in cursive handwriting for
18
19 students in the third through fifth grades. The instruction shall
19
20 be designed to enable students to demonstrate competency in reading
20
21 cursive and legibly writing in cursive by the end of fifth grade.

22 SECTION 2. This act shall become effective July 1, 2024.
22
23 SECTION 3. It being immediately necessary for the preservation
23
24 of the public peace, health or safety, an emergency is hereby

 1 declared to exist, by reason whereof this act shall take effect and

2 be in full force from and after its passage and approval.
