7 An Act relating to the Oklahoma Military Department;
7 creating the Defense Workforce Grant Program; placing
8 the program at a certain agency; providing purpose;
8 requiring certain reports; establishing the Defense
9 Workforce Grant Program Revolving Fund; establishing
9 fund nature; authorizing certain budgeting and
10 expenditure of funds for certain purposes; providing
10 for codification; providing an effective date; and
11 declaring an emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. NEW LAW A new section of law to be codified
15
16 in the Oklahoma Statutes as Section 238 of Title 44, unless there is
16
17 created a duplication in numbering, reads as follows:

18 This act shall be known and may be cited as the "Defense
18
19 Workforce Grant Program".

20 SECTION 2. NEW LAW A new section of law to be codified

21 in the Oklahoma Statutes as Section 239 of Title 44, unless there is

22 created a duplication in numbering, reads as follows:

23 There is hereby created the Defense Workforce Grant Program
23
24 which shall be administered by the Oklahoma Military Department.

1 The Program shall increase the workforce in Oklahoma, specifically
1
2 the workforce dedicated to federal defense contract work. The
2
3 program shall help provide gap financing to companies actively
3
4 working with the United States Department of Defense or any United
4
5 States Military Branch to expand current contracts or secure new
5
6 contracts for new work. The Program shall not be used for renewal
6
7 of contracts with the United States Department of Defense or any
7
8 United States Military Branch. The location of the work to be
8
9 provided shall be in a county of the state with a population of less
9
10 than seventy-five thousand (75,000) people per the 2020 Federal
10
11 Decennial Census. The applying company shall have available other
11
12 sources of funding dedicated to helping finance the new project or
12
13 the expansion of an existing project. Beginning July 1, 2025, the
13
14 Oklahoma Military Department shall provide an annual report to the
14
15 Governor, the Speaker of the Oklahoma House of Representatives, the
15
16 President Pro Tempore of the State Senate, Appropriations and Budget
16
17 Chair of the Oklahoma House of Representatives, and the
17
18 Appropriations Chair of the State Senate that includes, but is not
18
19 limited to, the number of awards that have been granted, what
19
20 percentage of those funds that have been expended, and the increased
20
21 number of employees that have been hired by awardees.

22 SECTION 3. NEW LAW A new section of law to be codified
22
23 in the Oklahoma Statutes as Section 240 of Title 44, unless there is
23
24 created a duplication in numbering, reads as follows:

1 There is hereby created in the State Treasury a revolving fund
1
2 for the Oklahoma Military Department to be designated the "Defense
2
3 Workforce Grant Program Revolving Fund". The fund shall be a
3
4 continuing fund, not subject to fiscal year limitations, and shall
4
5 consist of all monies received by the Oklahoma Military Department
5
6 from appropriations, donations, grants, or other sources of funding
6
7 specifically designated for deposit to the Defense Workforce Grant
7
8 Program Revolving Fund. All monies accruing to the credit of said
8
9 fund are hereby appropriated and may be budgeted and expended by the
9
10 Military Department for the purpose of the Defense Workforce Grant
10
11 Program. Expenditures from said fund shall be made upon warrants
11
12 issued by the State Treasurer against claims filed as prescribed by
12
13 law with the Director of the Office of Management and Enterprise
13
14 Services for approval and payment. The Military Department may
14
15 retain one percent (1%) of all funds otherwise deposited to the fund
15
16 to cover administrative costs related to the Defense Workforce Grant
16
17 Program.

18 SECTION 4. This act shall become effective July 1, 2024.

19 SECTION 5. It being immediately necessary for the preservation
19
20 of the public peace, health or safety, an emergency is hereby
20
21 declared to exist, by reason whereof this act shall take effect and
21
22 be in full force from and after its passage and approval.
