7 An Act relating to water and water rights; amending
7 82 O.S. 2021, Section 1021.3, which relates to
8 groundwater irrigation districts; requiring all
8 permit holders within petitioned area participate in
9 groundwater irrigation district; updating statutory
9 reference; and providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. AMENDATORY 82 O.S. 2021, Section 1021.3, is
13
14 amended to read as follows:

15 Section 1021.3. A. If ten individual permit holders in a
15
16 proposed groundwater irrigation district desire to provide for the
16
17 betterment of and the assistance and procurement of conservation
17
18 grant funding for groundwater irrigation of such irrigable lands,
18
19 the holders may propose the organization of a groundwater irrigation
19
20 district by petition pursuant to this act the Groundwater Irrigation
20
21 District Act.

22 B. Groundwater irrigation districts shall be comprised of a
22
23 whole county or whole counties adjacent to one or the other but
23
24 shall only include permit holders who desire to participate in the

 1 district. Any permit holder who does not desire to participate

2 shall not be included upon a written document stating such to the
2
3 district board.

4 SECTION 2. This act shall become effective November 1, 2024.
