7 An Act relating to health care facilities; creating
7 the Health Care Facility Security Grant Program;
8 providing purpose of grant program; providing a
8 definition; providing for codification; providing for
9 an effective date; and declaring an emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. NEW LAW A new section of law to be codified
13
14 in the Oklahoma Statutes as Section 1-724.10 of Title 63, unless
14
15 there is created a duplication in numbering, reads as follows:

16 A. The State Department of Health shall develop and establish a
16
17 Health Care Facility Security Grant Program. The purpose of the
17
18 program shall be to enhance security at Oklahoma health care
18
19 facilities to promote a safer and more secure environment for health
19
20 care practitioners, staff, patients, and their families.
20
21 B. The Health Care Facility Grant Program shall provide
21
22 financial assistance to eligible health care facilities for the
22
23 improvement of security. Grant funds may be expended by health care
23
24 facilities for the purpose of providing physical security

1 enhancements, including but not limited to, cameras, gates,

2 lighting, locks, doors, windows, security geofencing, and ballistic
2
3 storm shelters.

4 C. For purposes of this section, "health care facility" means
4
5 any nonfederal institution, building, or agency or portion thereof,
5
6 whether public or private or for profit or nonprofit, that is used,
6
7 operated, or designed to provide health services, medical treatment,
7
8 or nursing, rehabilitative, or preventative care to any person or
8
9 persons. This includes, but is not limited to: ambulatory surgical
9
10 facilities, hospitals, infirmaries, intermediate care facilities,
10
11 kidney dialysis centers, long-term care facilities, mental health
11
12 centers, outpatient facilities, public health centers,
12
13 rehabilitation facilities, residential treatment facilities, skilled
13
14 nursing facilities, special care facilities, medical laboratories,
14
15 and adult day-care centers. This also includes, but is not limited
15
16 to, the following related property when used for or in connection
16
17 with the foregoing: laboratories; research facilities; pharmacies;
17
18 laundry facilities; health personnel training and lodging
18
19 facilities; patient, guest, and health personnel food service
19
20 facilities; and offices and office buildings for persons engaged in
20
21 health care professions or services.

22 SECTION 2. This act shall become effective July 1, 2024.
22
23 SECTION 3. It being immediately necessary for the preservation
23
24 of the public peace, health or safety, an emergency is hereby

1 declared to exist, by reason whereof this act shall take effect and

2 be in full force from and after its passage and approval.
