7 An Act relating to the Oklahoma Conservation
7 Commission; creating the Arkansas River Levee
8 Projects Revolving Fund; providing for authorized
8 revenue sources; stating authorized purposes;
9 prescribing method for expenditures; providing for
9 codification; providing an effective date; and
10 declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 3-3-601 of Title 27A, unless
15
16 there is created a duplication in numbering, reads as follows:

17 There is hereby created in the State Treasury a revolving fund
17
18 for the Oklahoma Conservation Commission to be designated the
18
19 "Arkansas River Levee Projects Revolving Fund". The fund shall be a
19
20 continuing fund, not subject to fiscal year limitations, and shall
20
21 consist of all monies received by the Oklahoma Conservation
21
22 Commission from such sources as may be provided by law, if an
22
23 eligible levee project has or will receive in excess of One Hundred
23
24 Million Dollars ($100,000,000.00) of federal matching funds for the

 1 project. All monies accruing to the credit of said fund are hereby

2 appropriated and may be budgeted and expended by the Oklahoma
2
3 Conservation Commission for the purpose of constructing or repairing
3
4 levees in proximity to the Arkansas River, subject to the federal
4
5 matching funds requirement. Expenditures from said fund shall be
5
6 made upon warrants issued by the State Treasurer against claims
6
7 filed as prescribed by law with the Director of the Office of
7
8 Management and Enterprise Services for approval and payment.

9 SECTION 2. This act shall become effective July 1, 2024.
9
10 SECTION 3. It being immediately necessary for the preservation
10
11 of the public peace, health or safety, an emergency is hereby
11
12 declared to exist, by reason whereof this act shall take effect and
12
13 be in full force from and after its passage and approval.
