7 AS INTRODUCED
8 An Act relating to poor persons; directing the
Department of Human Services to develop and implement
9 application for certain programs; providing
application requirements; directing agencies to
10 establish certain protocols and systems; providing
for codification; and providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15 SECTION 1. NEW LAW A new section of law to be codified
16 in the Oklahoma Statutes as Section 261 of Title 56, unless there is
17 created a duplication in numbering, reads as follows:
18 A. The Department of Human Services shall develop and implement
19 a universal electronic eligibility and enrollment application for
20 the following family support programs:
21 1. Temporary Assistance for Needy Families (TANF);
22 2. Supplemental Nutrition Assistance Program (SNAP);
23 3. Medicaid; and

1 4. Special Supplemental Nutrition Program for Women, Infants,
2 and Children (WIC).
3 B. At a minimum, the application shall:
4 1. Be user-friendly and available in multiple languages;
5 2. Enable applicants to complete and electronically submit
6 applications; and
7 3. Allow for the secure transmission of data among relevant
8 agencies for eligibility and enrollment in the programs provided for
9 in subsection A of this section.
10 C. The agencies responsible for administering the programs
11 provided for in subsection A of this section shall collaborate to
12 establish protocols and systems for sharing information securely and
13 efficiently between agencies while maintaining privacy and
14 confidentiality.
15 SECTION 2. This act shall become effective November 1, 2024.
