7 An Act relating to the Oklahoma State Regents for
Higher Education and the Board of Regents for the
8 University of Oklahoma; creating certain program;
stating purpose; stating legislative intent; making
9 an appropriation; providing for codification;
providing an effective date; and declaring an
10 emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15 SECTION 1. NEW LAW A new section of law to be codified
16 in the Oklahoma Statutes as Section 3308.1 of Title 70, unless there
17 is created a duplication in numbering, reads as follows:
18 A. The Board of Regents of the University of Oklahoma is hereby
19 authorized to establish within the College of Nursing at the
20 University of Oklahoma a program for the education, training, and
21 graduation of Certified Registered Nurse Anesthetists. Such program
22 shall meet the standards set forth by the Council on Accreditation
23 of Nurse Anesthesia Educational Programs.

1 B. It is the intent of the Legislature that funds for
2 administrative and instructional personnel, equipment, supplies, and
3 construction associated with the program authorized in subsection A
4 of this section not exceed Eleven Million Six Hundred Thousand
5 Dollars ($11,600,000.00) over five years.
6 SECTION 2. There is hereby appropriated to the Health Care
7 Workforce Development Revolving Fund, created pursuant to Section
8 697.21b of Title 70 of the Oklahoma Statutes, from any monies not
9 otherwise appropriated from the General Revenue Fund of the State
10 Treasury for the fiscal year ending June 30, 2025, the sum of Eleven
11 Million Six Hundred Thousand Dollars ($11,600,000.00) or so much
12 thereof as may be necessary for the purpose of educating, training,
13 and the graduation of Certified Registered Nurse Anesthetists from
14 the College of Nursing at the University of Oklahoma. All monies
15 accruing to the credit of such fund are hereby appropriated and may
16 be budgeted and expended by the Health Care Workforce Training
17 Commission for authorized purposes as provided in subsection A of
18 Section 1 of this act. Expenditures from such fund shall be made
19 upon warrants issued by the State Treasurer against claims filed as
20 prescribed by law with the Director of the Office of Management and
21 Enterprise Services for approval and payment.
22 SECTION 3. This act shall become effective July 1, 2024.
23 SECTION 4. It being immediately necessary for the preservation
24 of the public peace, health or safety, an emergency is hereby

1 declared to exist, by reason whereof this act shall take effect and
2 be in full force from and after its passage and approval.
