7 An Act relating to schools; requiring school district
7 boards of education to adopt certain policy;
8 requiring boards of education to provide certain
8 program on sex trafficking and exploitation
9 prevention and awareness to certain students;
9 directing the State Department of Education to
10 develop certain curriculum on human trafficking;
10 requiring curriculum for certain grades to address
11 specific topics; directing the Department to develop
11 certain curriculum on social media; allowing
12 collaboration to develop curriculum; requiring school
12 district to post curriculum on district’s website for
13 public inspection; requiring curriculum to be
13 provided to students in certain grades in certain
14 manner; requiring written notification of curriculum;
14 allowing boards of education to partner with certain
15 organizations and law enforcement agencies; directing
15 the Department to develop and make available to the
16 public certain education video that addresses certain
16 topics; directing the Department to identify certain
17 resources and provide certain units or lesson plans;
17 providing for codification; and providing an
18 effective date.

22 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

1 SECTION 1. NEW LAW A new section of law to be codified
1
2 in the Oklahoma Statutes as Section 24-100.11 of Title 70, unless
2
3 there is created a duplication in numbering, reads as follows:
3
4 A. Each school district board of education in this state shall
4
5 adopt a policy regarding sex trafficking and exploitation prevention
5
6 and education programs for students.
6
7 B. Each school district board of education in this state shall
7
8 provide schoolwide education programs to all students in grades six
8
9 through twelve and staff addressing sex trafficking and exploitation
9
10 prevention and awareness.
10
11 C. The State Department of Education shall develop and make
11
12 available to every public school that serves sixth through twelfth
12
13 grades in this state curriculum that shall be taught as a stand-
13
14 alone unit of instruction regarding human trafficking with an
14
15 emphasis on sex trafficking. The curriculum shall be age
15
16 appropriate and shall include an emphasis on exploitation
16
17 prevention. For students in grades nine through twelve, curriculum
17
18 shall specifically include the following:

19 1. Definitions and nature of sex trafficking and exploitation;
19
20 2. Current laws of sex trafficking and exploitation in
20
21 Oklahoma;
21
22 3. Facts and statistics of sex trafficking and exploitation in
22
23 Oklahoma and throughout the United States;
23
24 4. How sex traffickers profile victims;

1 5. The role of online computer activity;
1
2 6. How demand is created and the industries that influence sex
2
3 trafficking and exploitation;

4 7. How to identify a potential victim and what to do when a
4
5 person identifies a victim;
5
6 8. Understanding force, fraud, and coercion;
6
7 9. Understanding how traffickers groom a victim;
7
8 10. The differences between prostitution and sex trafficking
8
9 and exploitation;
9
10 11. The role that pornography plays in sex trafficking and
10
11 exploitation;
11
12 12. Understanding the complexities of abuse, indoctrination,
12
13 and manipulation;
13
14 13. Understanding the physiological makeup of a sex trafficking
14
15 victim;
15
16 14. Rescuing victims of sex trafficking and exploitation; and
16
17 15. How to engage in the fight against sex trafficking and
17
18 exploitation.

19 D. The State Department of Education shall develop and make
19
20 available to every public school that serves sixth through twelfth
20
21 grades in this state curriculum that shall be taught as a stand-
21
22 alone unit of instruction regarding social media and how students
22
23 may best protect themselves from exploitation when using social
23
24 media and internet services including, but not limited to, online

1 gaming, chat rooms, and email. The curriculum shall be age
1
2 appropriate and shall be updated annually to respond to changes in
2
3 social media.

4 E. The State Department of Education may collaborate with
4
5 outside organizations including law enforcement agencies to develop
5
6 the curriculum required by this section at no cost to the State
6
7 Department of Education. The curriculum shall be provided at no
7
8 cost to school districts.
8
9 F. Curriculum used by a school district pursuant to this
9
10 section shall be made available for public inspection on the school
10
11 district’s website.
11
12 G. The curriculum required in subsections C and D of this
12
13 section shall be combined into a single unit.

14 1. For grades six through eight, the curriculum shall be taught
14
15 as a ninety-minute unit divided into forty-five-minute segments over
15
16 two (2) days, which may not be consecutive, but each segment shall
16
17 be provided no more than one week apart.

18 2. For grades nine through twelve, the curriculum shall be
18
19 taught as a one-hundred-thirty-five-minute unit divided into forty-
19
20 five-minute segments over three (3) days, which may not be
20
21 consecutive, but each segment shall be provided no more than one
21
22 week apart.

23 H. School districts shall provide parents and legal guardians
23
24 of students written notification, which includes an explanation of

1 the presentation, who the presenter(s) will be, and any organization
1
2 with which the presenter is affiliated, at least seven (7) days
2
3 prior to presentation of the curriculum. The notification shall
3
4 include information to parents and legal guardians that they may opt
4
5 their student out of the curriculum by providing written notice to
5
6 the school district.

7 I. Each school district board of education may partner with
7
8 nonprofit organizations and law enforcement agencies that specialize
8
9 in outreach and education programs on sex trafficking and
9
10 exploitation to make literature that addresses sex trafficking and
10
11 exploitation available and to assist in presenting the curriculum to
11
12 students. Literature and assistance provided pursuant to this
12
13 subsection shall be at no cost to school districts and shall be
13
14 limited in scope to the topics and guidance provided in subsections
14
15 B, C, and D of this section. Any literature provided pursuant to
15
16 this subsection shall be made available for public inspection on the
16
17 school district’s website.

18 J. The State Department of Education shall develop and make
18
19 available to the public on its website a ninety-minute education
19
20 video that addresses sex trafficking, exploitation prevention, and
20
21 social media use. The program shall be divided into segments not to
21
22 exceed twenty (20) minutes each. The Department shall also make
22
23 available on its website links to materials that complement the
23
24 education video and links to nonprofit organizations that specialize

1 in outreach and education programs on sex trafficking and

2 exploitation. The education video required by this subsection shall
2
3 address the topics outlined in paragraphs 1 through 15 of subsection
3
4 C of this section as well as concrete steps that parents and legal
4
5 guardians can take to protect children from exploitation.
5
6 K. The State Department of Education shall identify resources
6
7 and provide exemplar units or sample lesson plans designed to help
7
8 teachers provide instruction on the subject matters outlined in this
8
9 section.

10 SECTION 2. This act shall become effective July 1, 2025.
