7 An Act relating to the Oklahoma Department of
7 Aerospace and Aeronautics; creating the Long-Term
8 Aerospace and Aeronautics Infrastructure
8 Sustainability Revolving Fund; placing the fund
9 within the Oklahoma Department of Aerospace and
9 Aeronautics; authorizing budgeting and expenditure of
10 funds for certain purposes; requiring the monthly
10 report of balance and encumbrances of fund; providing
11 for codification; and declaring an emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. NEW LAW A new section of law to be codified
15
16 in the Oklahoma Statutes as Section 415 of Title 3, unless there is
16
17 created a duplication in numbering, reads as follows:

18 There is hereby created in the State Treasury a revolving fund
18
19 for the Oklahoma Department of Aerospace and Aeronautics to be
19
20 designated the “Long-Term Aerospace and Aeronautics Infrastructure
20
21 Sustainability Revolving Fund”. The fund shall be a continuing
21
22 fund, not subject to fiscal year limitations, and shall consist of
22
23 all monies received by the Department from appropriations designated
23
24 for the purpose of construction, maintenance, or other capital

1 projects. The Director of the Oklahoma Department of Aerospace and

2 Aeronautics shall, at the end of each month, provide a current
2
3 balance and statement of encumbrances of the fund to the Chair of
3
4 the Senate Appropriations Committee and the Chair of the House of
4
5 Representatives Appropriations and Budget Committee. All monies
5
6 accruing to the credit of the fund are hereby appropriated and may
6
7 be budgeted and expended by the Oklahoma Department of Aerospace and
7
8 Aeronautics for the sole purpose provided for in this section.

9 Expenditures from the fund shall be made upon warrants issued by the
9
10 State Treasurer against claims filed as prescribed by law with the
10
11 Director of the Office of Management and Enterprise Services for
11
12 approval and payment.

13 SECTION 2. It being immediately necessary for the preservation
13
14 of the public peace, health or safety, an emergency is hereby
14
15 declared to exist, by reason whereof this act shall take effect and
15
16 be in full force from and after its passage and approval.
