7 An Act relating to the purchase of firearms;
prohibiting denial of firearms purchase under certain
8 circumstances; requiring submission of certain
documentation to the Oklahoma State Bureau of
9 Investigation; providing for codification; and
providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13 SECTION 1. NEW LAW A new section of law to be codified
14 in the Oklahoma Statutes as Section 1289.28a of Title 21, unless
15 there is created a duplication in numbering, reads as follows:
16 A. No person eighteen (18) years or older within this state
17 shall be denied the purchase of a firearm based on his or her age
18 unless otherwise prohibited by state law.
19 B. If a licensed dealer, as defined in Section 1289.28 of Title
20 21 of the Oklahoma Statutes, submits a background check through the
21 National Instant Criminal Background Check System (NICS) for a
22 person eighteen (18) years or older attempting to purchase a firearm
23 and receives a denial on the basis of the purchaser’s age, the
24 licensed dealer shall document all evidence of such denial and

1 submit the evidence to the Oklahoma State Bureau of Investigation
2 (OSBI).
3 SECTION 2. This act shall become effective November 1, 2024.
