7 An Act relating to school nutrition; directing the
7 State Department of Education to make certain
8 electronic universal application available to school
8 districts; providing minimum criteria for
9 application; providing certain construction;
9 providing for codification; providing an effective
10 date; and declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 3-119.1 of Title 70, unless
15
16 there is created a duplication in numbering, reads as follows:

17 A. The State Department of Education shall make available to
17
18 school districts an optional electronic universal application for
18
19 free or reduced-price meals under the National School Lunch Act.
19
20 The application shall at a minimum:
20
21 1. Enable parents and legal guardians to complete and
21
22 electronically submit applications for free and reduced-price meals
22
23 to the school districts in which their students are enrolled;

 1 2. Facilitate school districts in collecting and electronically

2 submitting free and reduced-price meal applications to the State
2
3 Department of Education; and

4 3. Allow for secure transmission of data necessary for
4
5 eligibility and enrollment determinations for the Supplemental
5
6 Nutrition Assistance Program.

7 B. The provisions of this section shall not be construed to
7
8 require school districts, parents, or legal guardians to use the
8
9 electronic universal application provided for in subsection A of
9
10 this section.

11 SECTION 2. This act shall become effective July 1, 2024.
11
12 SECTION 3. It being immediately necessary for the preservation
12
13 of the public peace, health, or safety, an emergency is hereby
13
14 declared to exist, by reason whereof this act shall take effect and
14
15 be in full force from and after its passage and approval.
