7 An Act relating to the security of public buildings;
7 directing certain entities to contract with the
8 Department of Public Safety for certain services;
8 amending 73 O.S. 2021, Section 173, which relates to
9 the Oklahoma Capitol Improvement Authority; removing
9 certain references; providing for codification; and
10 providing an effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 1096 of Title 64, unless there
15
16 is created a duplication in numbering, reads as follows:

17 The Commissioners of the Land Office and the Office of
17
18 Management and Enterprise Services shall contract with the
18
19 Department of Public Safety for security and law enforcement
19
20 services in all facilities under the jurisdiction of the Offices or
20
21 Department within “State Capitol Park” in Oklahoma City and the
21
22 Executive Center at 201 West 5th Street and appurtenances thereto in
22
23 Tulsa.

1 SECTION 2. AMENDATORY 73 O.S. 2021, Section 173, is

2 amended to read as follows:

3 Section 173. A. The Oklahoma Capitol Improvement Authority may
3
4 contract with the Office of Management and Enterprise Services to
4
5 maintain grounds and for housekeeping, maintenance and repair of
5
6 properties under the jurisdiction of the Authority.
6
7 B. The Oklahoma Capitol Improvement Authority and the Office of
7
8 Management and Enterprise Services shall contract with the
8
9 Department of Public Safety for security and law enforcement
9
10 services in all facilities under the jurisdiction of the Authority
10
11 or Department within “State Capitol Park” in Oklahoma City and the
11
12 J. Howard Edmondson Office Building, Robert S. Kerr Office Building
12
13 and appurtenances thereto in Tulsa.
13
14 C. The Oklahoma Capitol Improvement Authority shall provide
14
15 office and operations space for Office of Management and Enterprise
15
16 Services’ functions.

17 D. The Office of Management and Enterprise Services shall
17
18 establish accounts for the Office of Management and Enterprise
18
19 Services, by building or other improvement, as the Director of the
19
20 Office of Management and Enterprise Services considers necessary to
20
21 properly account and identify receipts and expenditures related to
21
22 construction, repair, maintenance, insurance and other operating
22
23 expenses of buildings and improvements owned, used or occupied by or
23
24

1 on behalf of the Oklahoma Capitol Improvement Authority, where the

2 services are carried out by contract with the Authority.

3 SECTION 3. This act shall become effective November 1, 2024.
