7 creating the Oklahoma State Penitentiary Prison Rodeo
8 Revolving Fund; making an appropriation; specifying
8 source of fund; providing for expenditures; providing
9 purpose of fund; providing for codification;
9 providing an effective date; and declaring an
10 emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 559.1 of Title 57, unless there
15
16 is created a duplication in numbering, reads as follows:

17 There is hereby created in the State Treasury a revolving fund
17
18 for the Department of Corrections to be designated the “Oklahoma
18
19 State Penitentiary Prison Rodeo Revolving Fund”. This fund shall be
19
20 a continuing fund, not subject to fiscal year limitations, and shall
20
21 consist of all monies received by the Department of Corrections from
21
22 legislative appropriations provided for the purpose of constructing,
22
23 repairing, improving, upgrading, and rehabilitation of the Oklahoma
23
24 State Penitentiary prison rodeo arena in order to create prison

 1 program opportunities and promote economic development. All monies
1
2 accruing to the credit of the fund are hereby appropriated and may
2
3 be budgeted and expended by the Department of Corrections for the
3
4 purpose provided by this section. Expenditures from the fund shall
4
5 be made upon warrants issued by the State Treasurer against claims
5
6 filed as prescribed by law with the Director of the Office of
6
7 Management and Enterprise Services for approval and payment.

8 SECTION 2. There is hereby appropriated to the Department of
8
9 Corrections from any monies not otherwise appropriated from the
9
10 General Revenue Fund of the State Treasury for the fiscal year
10
11 ending June 30, 2025, the sum of Eight Million Three Hundred
11
12 Thousand Dollars ($8,300,000.00) to transfer to the Oklahoma State
12
13 Penitentiary Prison Rodeo Revolving Fund created pursuant to Section
13
14 1 of this act.

15 SECTION 3. This act shall become effective July 1, 2024.
15
16 SECTION 4. It being immediately necessary for the preservation
16
17 of the public peace, health or safety, an emergency is hereby
17
18 declared to exist, by reason whereof this act shall take effect and
18
19 be in full force from and after its passage and approval.
