7 An Act relating to the Oklahoma Tourism and
7 Recreation Department; creating the Oklahoma National
8 Memorial Bombing Education Revolving Fund; making an
8 appropriation; providing for expenditures; providing
9 purpose of fund; providing for codification;
9 providing an effective date; and declaring an
10 emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 2254.3 of Title 74, unless there
15
16 is created a duplication in numbering, reads as follows:

17 There is hereby created in the State Treasury a revolving fund
17
18 for the Oklahoma Tourism and Recreation Department to be designated
18
19 the “Oklahoma National Memorial Bombing Education Revolving Fund”.
19
20 The fund shall be a continuing fund, not subject to fiscal year
20
21 limitations, and shall consist of all monies received by the
21
22 Oklahoma Tourism and Recreation Department from legislative
22
23 appropriations for the purpose of providing curriculum materials and
23
24 instruction on the April 19, 1995, Alfred P. Murrah Federal Building

1 bombing to students in this state. All monies accruing to the
1
2 credit of the fund are hereby appropriated and may be expended by
2
3 the Oklahoma Tourism and Recreation Department for the purpose
3
4 provided for in this section.

5 Expenditures from the fund shall be made upon warrants issued by
5
6 the State Treasurer against claims filed as prescribed by law with
6
7 the Director of the Office of Management and Enterprise Services for
7
8 approval and payment.

9 SECTION 2. There is hereby appropriated to the Oklahoma
9
10 National Memorial Bombing Education Revolving Fund from any monies
10
11 not otherwise appropriated from the General Revenue Fund of the
11
12 State Treasury for the fiscal year ending June 30, 2025, the sum of
12
13 One Million Five Hundred Thousand Dollars ($1,500,000.00) or so much
13
14 thereof as necessary for the purpose of providing curriculum
14
15 materials and instruction on the April 19, 1995, Alfred P. Murrah
15
16 Federal Building bombing to Oklahoma students.
16
17 SECTION 3. This act shall become effective July 1, 2024.
17
18 SECTION 4. It being immediately necessary for the preservation
18
19 of the public peace, health or safety, an emergency is hereby
19
20 declared to exist, by reason whereof this act shall take effect and
20
21 be in full force from and after its passage and approval.
