7 An Act relating to higher education; creating the
7 Workforce Development Revolving Fund; specifying
8 source of fund; providing for expenditures; providing
8 purpose of fund; directing the Oklahoma Workforce
9 Commission to identify certain workforce needs;
9 making an appropriation to the Workforce Development
10 Revolving Fund; providing for codification; providing
10 an effective date; and declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 3210.1 of Title 70, unless there
15
16 is created a duplication in numbering, reads as follows:

17 A. There is hereby created in the State Treasury a revolving
17
18 fund for the Oklahoma State Regents for Higher Education to be
18
19 designated the “Workforce Development Revolving Fund”. The fund
19
20 shall be a continuing fund, not subject to fiscal year limitations,
20
21 and shall consist of all monies received by the State Regents from
21
22 state appropriations provided for the purpose of increasing the
22
23 number of degrees granted to fulfill workforce needs identified
23
24 pursuant to subsection B of this section. All monies accruing to

1 the credit of the fund are hereby appropriated and may be budgeted

2 and expended by the State Regents for the purpose provided for in
2
3 this subsection. Expenditures from the fund shall be made upon
3
4 warrants issued by the State Treasurer against claims filed as
4
5 prescribed by law with the Director of the Office of Management and
5
6 Enterprise Services for approval and payment.

7 B. The Oklahoma Workforce Commission created pursuant to
7
8 Section 902 of Title 40 of the Oklahoma Statutes shall identify
8
9 workforce needs in critical occupation areas that are in high demand
9
10 and are projected to have positive future growth.

11 SECTION 2. There is hereby appropriated to the Workforce
11
12 Development Revolving Fund created pursuant to Section 1 of this act
12
13 from any monies not otherwise appropriated from the General Revenue
13
14 Fund of the State Treasury for the fiscal year ending June 30, 2023,
14
15 the sum of Two Hundred Million Dollars ($200,000,000.00) or so much
15
16 thereof as may be necessary for the purpose provided for in Section
16
17 1 of this act.

18 SECTION 3. This act shall become effective July 1, 2024.
18
19 SECTION 4. It being immediately necessary for the preservation
19
20 of the public peace, health, or safety, an emergency is hereby
20
21 declared to exist, by reason whereof this act shall take effect and
21
22 be in full force from and after its passage and approval.
