6 AS INTRODUCED
7 An Act relating to the Department of Public Safety;
authorizing creation and administration of certain
8 pilot program; making an appropriation; providing for
codification; providing an effective date; and
9 declaring an emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13 SECTION 1. NEW LAW A new section of law to be codified
14 in the Oklahoma Statutes as Section 2-140a of Title 47, unless there
15 is created a duplication in numbering, reads as follows:
16 A. The Department of Public Safety shall establish and
17 administer a pilot program to increase the availability of Advanced
18 Roadside Impaired Driving Enforcement (ARIDE) training. The purpose
19 of this program is to prepare police officers and other qualified
20 persons to conduct various drug-impairment detection tests at the
21 roadside for use in impaired driving investigations.
22 B. The Department is authorized to provide funding, administer
23 the program, and promulgate rules regarding the administration of
24 the program.

1 SECTION 2. There is hereby appropriated to the Department of
2 Public Safety for the purposes of the pilot program established in
3 Section 1 of this act from any monies not otherwise appropriated
4 from the General Revenue Fund of the State Treasury for the fiscal
5 year ending June 30, 2025, the sum of Five Hundred Thousand Dollars
6 ($500,000.00) or so much thereof as may be necessary to perform the
7 duties imposed upon the Department by law.
8 SECTION 3. This act shall become effective July 1, 2024.
9 SECTION 4. It being immediately necessary for the preservation
10 of the public peace, health or safety, an emergency is hereby
11 declared to exist, by reason whereof this act shall take effect and
12 be in full force from and after its passage and approval.
