6 AS INTRODUCED
7 An Act relating to the Oklahoma Partnership for
School Readiness Act; amending 10 O.S. 2021, Section
8 640.1, as amended by Section 1, Chapter 181, O.S.L.
2022 (10 O.S. Supp. 2023, Section 640.1), which
9 relates to the Oklahoma Partnership for School
Readiness Board; extending sunset date; providing an
10 effective date; and declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. AMENDATORY 10 O.S. 2021, Section 640.1, as
15 amended by Section 1, Chapter 181, O.S.L. 2022 (10 O.S. Supp. 2023,
16 Section 640.1), is amended to read as follows:
17 Section 640.1. A. There is hereby re-created until July 1,
18 2024 July 1, 2027, in accordance with the Oklahoma Sunset Law, the
19 Oklahoma Partnership for School Readiness Board. The Board shall
20 promote school readiness supporting community-based efforts to
21 increase the number of children who are ready to succeed by the time
22 they enter school. The Board shall additionally serve as the
23 state’s Early Childhood Advisory Council and fulfill the
24 responsibilities described in the Head Start Act of 2007 (PL 110-

1 134, Section 642B). The Board shall consist of representatives from
2 the private and public sectors as follows:
3 1. Fifteen private sector representatives appointed by the
4 Governor to include:
5 a. two parents of children eight (8) years of age or
6 younger, and
7 b. one representative of licensed child care providers;
8 2. One representative of the licensed child care industry
9 appointed by the Governor;
10 3. One representative of a state association of federally
11 funded early childhood programs appointed by the Governor; and
12 4. To ensure that existing resources are being utilized
13 effectively, fifteen public sector representatives or their
14 designees as follows:
15 a. State Superintendent of Public Instruction,
16 b. State Commissioner of Health,
17 c. Commissioner of the Department of Mental Health and
18 Substance Abuse Services,
19 d. Director of the Oklahoma Department of Commerce,
20 e. Director of the Oklahoma Department of Libraries,
21 f. Director of the Department of Human Services,
22 g. Administrator of the Oklahoma Health Care Authority,
23 h. Director of the Oklahoma Commission on Children and
24 Youth,

1 i. Director of the State Department of Rehabilitation
2 Services,
3 j. Executive Director of the Oklahoma Educational
4 Television Authority,
5 k. Director of the Oklahoma Department of Career and
6 Technology Education,
7 l. Chancellor of the Oklahoma State Regents for Higher
8 Education,
9 m. Cabinet Secretary with responsibility for education
10 agencies,
11 n. Dean of the College of Education and Human Sciences,
12 Oklahoma State University, and
13 o. State Director of Head Start Collaboration.
14 B. Members appointed by the Governor shall serve terms of four
15 (4) years; provided, of those members initially appointed to the
16 Board, eight members shall be appointed for two-year terms,
17 beginning September 1, 2003, and seven members shall be appointed
18 for four-year terms, beginning September 1, 2003, as designated by
19 the Governor. The member appointed pursuant to paragraph 2 of
20 subsection A of this section shall be appointed for an initial term
21 to end on August 31, 2007. The member appointed pursuant to
22 paragraph 3 of subsection A of this section shall be appointed for
23 an initial term to end on August 31, 2009. Appointed members shall
24 continue in office until a successor is appointed by the Governor.

1 The Governor shall fill all vacancies in the same manner as the
2 original appointment was made.
3 C. The Director of the Department of Human Services shall
4 convene an organizational meeting of the Oklahoma Partnership for
5 School Readiness Board prior to November 1, 2003, at which time
6 members of the Board shall elect a chair, a vice chair, and other
7 officers as needed. A majority of the members of the Board shall
8 constitute a quorum for the transaction of business.
9 D. Members of the Board shall receive no compensation for
10 serving on the Board but shall receive travel reimbursement as
11 follows:
12 1. State agency officers and employees who are members of the
13 Board shall be reimbursed for travel expenses incurred in the
14 performance of their duties by their respective agencies in
15 accordance with the State Travel Reimbursement Act; and
16 2. Remaining members shall be reimbursed by the Board from any
17 funds received by the Board for travel expenses incurred in the
18 performance of their duties in accordance with the State Travel
19 Reimbursement Act.
20 E. Members of the Board shall be exempt from the dual-office-
21 holding provisions of Section 6 of Title 51 of the Oklahoma
22 Statutes.
23 SECTION 2. This act shall become effective July 1, 2024.

1 SECTION 3. It being immediately necessary for the preservation
2 of the public peace, health or safety, an emergency is hereby
3 declared to exist, by reason whereof this act shall take effect and
4 be in full force from and after its passage and approval.
