7 An Act relating to firearms; amending 21 O.S. 2021,
Section 1290.5, as last amended by Section 5, Chapter
8 265, O.S.L. 2021, which relates to license and
renewal terms; updating statutory reference; changing
9 period for license renewal; allowing for online
renewal; requiring certain elements of a renewal
10 application; updating statutory language; and
providing an effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. AMENDATORY 21 O.S. 2021, Section 1290.5, as
15 last amended by Section 5, Chapter 265, O.S.L. 2021, is amended to
16 read as follows:
17 Section 1290.5.
18 TERM OF LICENSE AND RENEWAL
19 A. A handgun license when issued shall authorize the person to
20 whom the license is issued to carry a loaded or unloaded handgun,
21 concealed or unconcealed, as authorized by the provisions of the
22 Oklahoma Self-Defense Act, and any future modifications thereto.
23 The license shall be valid in this state for a period of five (5) or
24 ten (10) years, unless subsequently surrendered, suspended, or

1 revoked as provided by law. The person shall have no authority to
2 continue to carry a concealed or unconcealed handgun in this state
3 pursuant to the Oklahoma Self-Defense Act when a license is expired
4 or when a license has been voluntarily surrendered or suspended or
5 revoked for any reason.
6 B. A license may be renewed any time within ninety (90) days
7 prior to the expiration date as provided in this subsection. The
8 Bureau Oklahoma State Bureau of Investigation may notify each
9 eligible licensee at the email address on file at least ninety (90)
10 days prior to the expiration of the license. However, any applicant
11 shall have three (3) years thirty (30) days from the expiration of
12 the license to comply with the renewal requirements of this section.
13 Renewal applications shall be denied by the Bureau if a current
14 license is subject to being or currently is suspended or revoked or
15 if the license has previously been suspended or revoked by the
16 Bureau.
17 1. To renew a handgun license, the licensee must first obtain
18 may either complete a written renewal form from provided by the
19 Oklahoma State Bureau of Investigation Bureau or a digital renewal
20 form provided by the Bureau online.

24 written renewal application, the applicant must submit two current

1 passport-sized photographs of the applicant, and submit a with the
2 application.
3 3. A renewal fee in the amount of Eighty-five Dollars ($85.00)
4 must be submitted to the Bureau with an application. The renewal
5 fee may be paid with a nationally recognized credit card as provided
6 in subparagraph b of paragraph 4 of subsection A of Section 1290.12
7 of this title, by electronic funds transfer, or by a cashier’s check
8 or money order made payable to the Oklahoma State Bureau of
9 Investigation.
10 3. 4. Upon receipt of the renewal application, photographs, and
11 fee, the Bureau will conduct a background check and investigation
12 pursuant to Section 1290.12 of this title, excluding the
13 requirements of a state fingerprint search and Federal Bureau of
14 Investigation fingerprint search.
15 C. Beginning November 1, 2007, any Any person making submitting
16 an application for a handgun license or any licensee seeking to
17 renew a handgun license shall have the option to request that the
18 license be valid for a period of ten (10) years. The fee for any
19 handgun license issued for a period of ten (10) years shall be
20 double the amount of the fee provided for in paragraph 4 of
21 subsection A of Section 1290.12 of this title. The renewal fee for
22 a handgun license issued for a period of ten (10) years shall be
23 double the amount of the fee provided for in paragraph 2 3 of
24 subsection B of this section.

1 SECTION 2. This act shall become effective November 1, 2024.
