10 An Act relating to appropriations; making an
10 appropriation to the Oklahoma Department of Commerce;
11 stating purpose; providing lapse dates; requiring and
11 prohibiting certain budget procedures; and declaring
12 an emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. There is hereby appropriated to the Oklahoma
15
16 Department of Commerce from any monies not otherwise appropriated
16
17 from the General Revenue Fund of the State Treasury for the fiscal
17
18 year ending June 30, 2024, the sum of One Hundred Thousand Dollars
18
19 ($100,000.00) or so much thereof as may be necessary to perform the
19
20 duties imposed upon the Oklahoma Department of Commerce by law.
20
21 SECTION 2. Appropriations made by this act, not including
21
22 appropriations made for capital outlay purposes, may be budgeted for
22
23 the fiscal year ending June 30, 2024 (hereafter FY-24), or may be
23
24 budgeted for the fiscal year ending June 30, 2025 (hereafter FY-25).

 1 Funds budgeted for FY-24 may be encumbered only through June 30,

2 2024, and must be expended by November 15, 2024. Any funds
2
3 remaining after November 15, 2024, and not budgeted for FY-25, shall
3
4 lapse to the credit of the proper fund for the then current fiscal
4
5 year. Funds budgeted for FY-25 may be encumbered only through June
5
6 30, 2025. Any funds remaining after November 15, 2025, shall lapse
6
7 to the credit of the proper fund for the then current fiscal year.

8 These appropriations may not be budgeted in both fiscal years
8
9 simultaneously. Funds budgeted in FY-24 and not required to pay
9
10 obligations for that fiscal year, may be budgeted for FY-25, after
10
11 the agency to which the funds have been appropriated has prepared
11
12 and submitted a budget work program revision removing these funds
12
13 from the FY-24 budget work program and after such revision has been
13
14 approved by the Office of Management and Enterprise Services.
14
15 SECTION 3. It being immediately necessary for the preservation
15
16 of the public peace, health or safety, an emergency is hereby
16
17 declared to exist, by reason whereof this act shall take effect and
17
18 be in full force from and after its passage and approval.
