10 An Act relating to appropriations; making an
10 appropriation to the Department of Mental Health and
11 Substance Abuse Services; stating purpose; providing
11 lapse dates; requiring and prohibiting certain budget
12 procedures; and declaring an emergency.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

16 SECTION 1. There is hereby appropriated to the Department of
16
17 Mental Health and Substance Abuse Services from any monies not
17
18 otherwise appropriated from the General Revenue Fund of the State
18
19 Treasury for the fiscal year ending June 30, 2024, the sum of One
19
20 Hundred Thousand Dollars ($100,000.00) or so much thereof as may be
20
21 necessary to perform the duties imposed upon the Department of
21
22 Mental Health and Substance Abuse Services by law.

23 SECTION 2. Appropriations made by this act, not including
23
24 appropriations made for capital outlay purposes, may be budgeted for

1 the fiscal year ending June 30, 2024 (hereafter FY-24), or may be

2 budgeted for the fiscal year ending June 30, 2025 (hereafter FY-25).

3 Funds budgeted for FY-24 may be encumbered only through June 30,
3
4 2024, and must be expended by November 15, 2024. Any funds
4
5 remaining after November 15, 2024, and not budgeted for FY-25, shall
5
6 lapse to the credit of the proper fund for the then current fiscal
6
7 year. Funds budgeted for FY-25 may be encumbered only through June
7
8 30, 2025. Any funds remaining after November 15, 2025, shall lapse
8
9 to the credit of the proper fund for the then current fiscal year.

10 These appropriations may not be budgeted in both fiscal years
10
11 simultaneously. Funds budgeted in FY-24 and not required to pay
11
12 obligations for that fiscal year, may be budgeted for FY-25, after
12
13 the agency to which the funds have been appropriated has prepared
13
14 and submitted a budget work program revision removing these funds
14
15 from the FY-24 budget work program and after such revision has been
15
16 approved by the Office of Management and Enterprise Services.

17 SECTION 3. It being immediately necessary for the preservation
17
18 of the public peace, health or safety, an emergency is hereby
18
19 declared to exist, by reason whereof this act shall take effect and
19
20 be in full force from and after its passage and approval.
