10          An Act relating to appropriations; making an
10          appropriation to the State Board of Education;
11          stating purpose; providing lapse dates; requiring and
11          prohibiting certain budget procedures; and declaring
12          an emergency.

15   BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

16       SECTION 1.    There is hereby appropriated to the State Board of
16
17   Education from any monies not otherwise appropriated from the
17
18   General Revenue Fund of the State Treasury for the fiscal year
18
19   ending June 30, 2024, the sum of One Hundred Thousand Dollars
19
20   ($100,000.00) or so much thereof as may be necessary to perform the
20
21   duties imposed upon the State Board of Education by law.

22       SECTION 2.    Appropriations made by this act, not including
22
23   appropriations made for capital outlay purposes, may be budgeted for
23
24   the fiscal year ending June 30, 2024 (hereafter FY-24), or may be

 1   budgeted for the fiscal year ending June 30, 2025 (hereafter FY-25).

 2   Funds budgeted for FY-24 may be encumbered only through June 30,
 2
 3   2024, and must be expended by November 15, 2024.     Any funds
 3
 4   remaining after November 15, 2024, and not budgeted for FY-25, shall
 4
 5   lapse to the credit of the proper fund for the then current fiscal
 5
 6   year.   Funds budgeted for FY-25 may be encumbered only through June
 6
 7   30, 2025.   Any funds remaining after November 15, 2025, shall lapse
 7
 8   to the credit of the proper fund for the then current fiscal year.
 8
 9   These appropriations may not be budgeted in both fiscal years
 9
10   simultaneously.    Funds budgeted in FY-24 and not required to pay
10
11   obligations for that fiscal year, may be budgeted for FY-25, after
11
12   the agency to which the funds have been appropriated has prepared
12
13   and submitted a budget work program revision removing these funds
13
14   from the FY-24 budget work program and after such revision has been
14
15   approved by the Office of Management and Enterprise Services.
15
16       SECTION 3.    It being immediately necessary for the preservation
16
17   of the public peace, health or safety, an emergency is hereby
17
18   declared to exist, by reason whereof this act shall take effect and
18
19   be in full force from and after its passage and approval.
