7 An Act relating to state government; creating the
Oklahoma Center for the Advancement of Science and
8 Technology Program Modernization Act; amending 74
O.S. 2021, Section 5060.16, which relates to the
9 Oklahoma Science and Technology Research and
Development Act; modifying powers and duties;
10 providing for noncodification; and providing an
effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. NEW LAW A new section of law not to be
15 codified in the Oklahoma Statutes reads as follows:
16 This act shall be known and may be cited as the "Oklahoma Center
17 for the Advancement of Science and Technology Program Modernization
18 Act".
19 SECTION 2. AMENDATORY 74 O.S. 2021, Section 5060.16, is
20 amended to read as follows:
21 Section 5060.16 The Oklahoma Center for the Advancement of
22 Science and Technology, with the advice and consent of the
23 Committee, shall may:

1 1. Establish and operate a state program designed to secure and
2 impartially distribute funds credited to the Research Support
3 Revolving Fund to support professional service contracts for health
4 research projects;
5 2. Ensure that funding to support health research projects is
6 awarded only on the basis of scientific merit;
7 3. Design the health research program to ensure the optimum
8 performance of the investigator and the maximum efficiency of the
9 project;
10 4. Evaluate and approve health research projects to be funded
11 from the Research Support Revolving Fund;
12 5. Establish a procedure for the referral of proposed health
13 research projects to the Committee for review;
14 6. Establish procedures for review of proposed health research
15 projects by qualified individuals residing outside this state;
16 7. Suspend or terminate any professional service contract
17 supporting health research projects for failure by an investigator,
18 institution of higher learning, or nonprofit research institution to
19 comply with the procedures, requirements, or bylaws of the Center;
20 and
21 8. Enter into contracts to ensure the optimum performance of
22 health research investigators and to ensure the maximum efficiency
23 of proposed health research projects.
