7 An Act relating to motorcycles; defining term;
requiring law enforcement agencies to adopt policy,
8 review training and address issues pertaining to
motorcycle profiling; providing for codification; and
9 providing an effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. NEW LAW A new section of law to be codified
15 in the Oklahoma Statutes as Section 15-133 of Title 47, unless there
16 is created a duplication in numbering, reads as follows:
17 For the purpose of this section, "motorcycle profiling" means
18 the discriminatory use of the fact that a person rides a motorcycle
19 or wears motorcycle-related paraphernalia as a factor in deciding to
20 stop and question, take enforcement action, arrest, or search a
21 person or vehicle with or without a legal basis under the United
22 States Constitution or the Oklahoma State Constitution.
23 Every law enforcement agency in this state shall be required to:

1 1. Adopt a written policy designed to condemn and prevent
2 motorcycle profiling; and
3 2. Review and audit their existing procedures, practices, and
4 training.
5 SECTION 2. This act shall become effective November 1, 2023.
