7 An Act relating to poor persons; authorizing the
Department of Human Services to utilize certain
8 program; providing standards Department shall

9 information on website; providing for codification;
and providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15 SECTION 1. NEW LAW A new section of law to be codified
16 in the Oklahoma Statutes as Section 230.74 of Title 56, unless there
17 is created a duplication in numbering, reads as follows:
18 A. The Department of Human Services may utilize an enrollment-
19 based child care subsidy payments program that complies with all
20 applicable federal funding requirements and legal authority and that
21 seeks to provide adequate, stable payments to child care providers
22 under this section by establishing effective payment practices based
23 on accurate time and attendance systems.

1 B. The Department shall consider program standards, including,
2 but not limited to:
3 1. The child's developmental and educational goals when
4 authorizing care periods eligible for reimbursement;
5 2. Accommodation of variable parent schedules;
6 3. Authorizing pay based upon enrollment rather than
7 attendance;
8 4. Using a range of hours to determine authorized care amounts;
9 and
10 5. Simplifying and streamlining payment processes with
11 providers.
12 C. The Department shall publish on the Department's publicly
13 accessible website an overview of child care services and the
14 methodology used to issue payments to providers of child care
15 services, including any changes to the methodology during the
16 previous year, if applicable.
17 SECTION 2. This act shall become effective November 1, 2023.
