7 An Act relating to state government; requiring
certain reports to be published on website of the
8 Oklahoma Secretary of State; prescribing procedures
with respect to omitted or redacted information;
9 prescribing procedures for providing exceptions;
transmission of reports; providing for codification;
10 and providing an effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. NEW LAW A new section of law to be codified
15 in the Oklahoma Statutes as Section 664.101 of Title 74, unless
16 there is created a duplication in numbering, reads as follows:
17 A. Except as otherwise provided by this section, any report
18 required or authorized by law to be filed with the Governor, the
19 Speaker of the Oklahoma House of Representatives or the President
20 Pro Tempore of the Oklahoma State Senate, separately or in any
21 combination, shall be published, in full, on the website maintained
22 by or on behalf of the Secretary of State.
23 B. Any information contained in reports as described by
24 subsection A of this section required to be kept confidential shall

1 be excluded or redacted from the version of the report published on
2 the website. The entity transmitting a report which has information
3 excluded or redacted shall include in the transmittal document or
4 email an identification of the omitted material, such as an
5 appendix, an exhibit or other information and shall also indicate
6 whether the report has been redacted. The Secretary of State may
7 prescribe a form or required format for identification of omitted or
8 redacted information. The Secretary of State shall clearly identify
9 such reports on its website as having been submitted with
10 information omitted or redacted.
11 C. The Governor, the Speaker of the Oklahoma House of
12 Representatives and the President Pro Tempore of the Oklahoma State
13 Senate shall transmit any report received by any of their respective
14 offices, or a copy of such report, not later than thirty (30) days
15 after its receipt.
16 D. For reports required to be filed with any combination of the
17 Governor, the Speaker and the President Pro Tempore, the respective
18 officers shall coordinate the transmission of a report so that only
19 one copy of the report is transmitted to the Secretary of State.
20 SECTION 2. This act shall become effective November 1, 2023.
