7 An Act relating to elections; amending 26 O.S. 2021,
Section 4-101, which relates to voter registration;
8 modifying conditions for voter eligibility; and
providing an effective date.

11 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
12 SECTION 1. AMENDATORY 26 O.S. 2021, Section 4-101, is
13 amended to read as follows:
14 Section 4-101. Every person who is a qualified elector as
15 defined by Section 1 of Article III of the Oklahoma Constitution
16 shall be entitled to become a registered voter in the precinct of
17 his or her residence, with the following conditions:
18 1. Persons convicted of a felony shall be eligible to register
19 to vote when they have:
20 a. fully served their sentence of court-mandated calendar
21 days or their sentence has been discharged, including
22 any term of incarceration, parole or supervision, or
23 completed a period of probation ordered by any court,

1 b. received a commutation that reduced the sentence to
2 time served pursuant to federal or state law,
3 c. received a commutation for a crime that has been
4 reclassified from a felony to a misdemeanor pursuant
5 to federal or state law, or
6 d. been granted a pardon pursuant to federal or state
7 law; and
8 2. Any person who has been adjudged to be an incapacitated
9 person as such term is defined by Section 1-111 of Title 30 of the
10 Oklahoma Statutes shall be ineligible to register to vote. When
11 such incapacitated person has been adjudged to be no longer
12 incapacitated such person shall be eligible to become a registered
13 voter. The provisions of this paragraph shall not prohibit any
14 person adjudged to be a partially incapacitated person as such term
15 is defined by Section 1-111 of Title 30 of the Oklahoma Statutes
16 from being eligible to register to vote unless the order adjudging
17 the person to be partially incapacitated restricts such person from
18 being eligible to register to vote.
19 SECTION 2. This act shall become effective November 1, 2023.
