7 An Act relating to motor vehicles; amending 47 O.S.
7 2021, Section 1135.3, as amended by Section 162,
8 Chapter 282, O.S.L. 2022 (47 O.S. Supp. 2022, Section
8 1135.3), which relates to special license plates;
9 authorizing the ROAD license plate to be issued; and
9 providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
12
13 SECTION 1. AMENDATORY 47 O.S. 2021, Section 1135.3, as
13
14 amended by Section 162, Chapter 282, O.S.L. 2022 (47 O.S. Supp.
14
15 2022, Section 1135.3), is amended to read as follows:
15
16 Section 1135.3. A. Service Oklahoma is hereby authorized to
16
17 design and issue appropriate official special license plates to
17
18 persons wishing to demonstrate support, interest or membership to or
18
19 for an organization, occupation, cause or other subject as provided
19
20 by this section.
20
21 Special license plates shall not be transferred to any other
21
22 person but shall be removed from the vehicle upon transfer of
22
23 ownership and retained. The special license plate may then be used
23

1 on another vehicle but only after such other vehicle has been

2 registered for the current year.

3 Special license plates shall be renewed each year by Service
3
4 Oklahoma or a licensed operator, unless authorized by Service
4
5 Oklahoma to be renewed for a period greater than one (1) year.
5
6 Service Oklahoma shall notify by mail all persons issued special
6
7 license plates. The notice shall contain all necessary information
7
8 and shall contain instructions for the renewal procedure upon
8
9 presentation to a licensed operator or Service Oklahoma. The
9
10 license plates shall be issued on a staggered system.

11 Service Oklahoma is hereby directed to develop and implement a
11
12 system whereby licensed operators are permitted to accept
12
13 applications for special license plates authorized under this
13
14 section. The licensed operator shall confirm the applicant’s
14
15 eligibility, if applicable, collect and deposit any amount
15
16 specifically authorized by law, accept and process the necessary
16
17 information directly into such system and generate a receipt
17
18 accordingly. For performance of these duties, licensed operators
18
19 shall retain the fee provided in Section 1141.1 of this title for
19
20 registration of a motor vehicle. The licensed operator fees for
20
21 acceptance of applications and renewals shall be paid out of the
21
22 Oklahoma Tax Commission Reimbursement Fund. Beginning January 1,
22
23 2023, the licensed operator fees for acceptance of applications and
23

1 renewals shall be paid out of the Service Oklahoma Reimbursement

2 Fund.

3 If fewer than one hundred of any type of special license plates
3
4 authorized prior to January 1, 2004, are issued prior to January 1,
4
5 2006, Service Oklahoma shall discontinue issuance and renewal of
5
6 that type of special license plate. Any such authorized special
6
7 license plate registrant shall be allowed to display the license
7
8 plate upon the designated vehicle until the registration expiration
8
9 date. After such time the expired special license plate shall be
9
10 removed from the vehicle.

11 Except as otherwise provided in law, for special license plates
11
12 authorized on or after July 1, 2004, no special license plates shall
12
13 be developed or issued by Service Oklahoma until Service Oklahoma
13
14 receives one hundred (100) prepaid applications therefor. The
14
15 prepaid applications must be received by Service Oklahoma within one
15
16 hundred eighty (180) days of the effective date of the authorization
16
17 or the authority to issue shall be null and void. In the event one
17
18 hundred (100) prepaid applications are not received by Service
18
19 Oklahoma within such prescribed time period any payment so received
19
20 shall be refunded accordingly.

21 B. The special license plates provided by this section are as
21
22 follows:

1 1. Round and Square Dance License Plate - such plates shall be
1
2 designed and issued to any person wishing to demonstrate support for
2
3 round and square dancing;
3
4 2. National Association for the Advancement of Colored People
4
5 License Plate - such plates shall be designed, subject to the
5
6 criteria to be presented to Service Oklahoma by the NAACP, and
6
7 issued to any person wishing to demonstrate support for the NAACP;
7
8 3. National Rifle Association License Plate - such plates shall
8
9 be designed, subject to the criteria to be presented to Service
9
10 Oklahoma by the National Rifle Association, and issued to any person
10
11 wishing to demonstrate support for the National Rifle Association;
11
12 4. Masonic Fraternity License Plate - such plates shall be
12
13 designed and issued to any resident of this state who is a member of
13
14 a Masonic Fraternity of Oklahoma. Such persons may apply for a
14
15 Masonic Fraternity license plate for each vehicle with a rated
15
16 carrying capacity of one (1) ton or less upon proof of a Masonic
16
17 Fraternity membership or upon the presentment of an application for
17
18 a Masonic Fraternity license plate authorized and approved by the
18
19 Grand Lodge of Oklahoma. The license plates shall be designed in
19
20 consultation with the Masonic Fraternities of Oklahoma and shall
20
21 contain the Masonic emblem;

22 5. Shriner’s Hospitals for Burned and Crippled Children
22
23 Shriners Hospitals for Children License Plate - such plates shall be
23
24 designed to demonstrate support for Shriner’s Hospitals for Burned

1 and Crippled Children Shriners Hospitals for Children and shall be
1
2 issued to any resident of this state who is a member of a Shriner’s
2
3 Shriners Temple in Oklahoma. The license plate shall be designed in
3
4 consultation with the Shriner’s Shriners Temples in Oklahoma and
4
5 shall contain the Shriner’s Shriners emblem;
5
6 6. Balloonists License Plate - such plates shall be designed
6
7 and issued to any person wishing to demonstrate support for hot air
7
8 ballooning in this state;
8
9 7. Order of the Eastern Star License Plate - such plates shall
9
10 be designed and issued to any resident of this state who is a member
10
11 of an Order of the Eastern Star. Such persons may apply for an
11
12 Order of the Eastern Star license plate for each vehicle with a
12
13 rated carrying capacity of one (1) ton or less upon proof of an
13
14 Order of the Eastern Star membership or upon the presentment of an
14
15 application for an Order of the Eastern Star license plate
15
16 authorized and approved by the organization. The license plate
16
17 shall be designed in consultation with the Order of the Eastern Star
17
18 and shall contain the Order of the Eastern Star emblem;

19 8. Knights of Columbus License Plate - such plates shall be
19
20 designed and issued to any resident of this state who is a member of
20
21 the Knights of Columbus. Such persons may apply for a Knights of
21
22 Columbus license plate for each vehicle with a rated carrying
22
23 capacity of one (1) ton or less upon proof of a Knights of Columbus
23
24 membership or upon the presentment of an application for a Knights

1 of Columbus license plate authorized and approved by the
1
2 organization. The license plate shall be designed in consultation
2
3 with the Knights of Columbus and shall contain the Knights of
3
4 Columbus emblem;
4
5 9. Jaycees License Plate - such plates shall be designed and
5
6 issued to members of the Jaycees. Persons applying for such license
6
7 plate must show proof of membership in the Jaycees. The license
7
8 plates shall be designed in consultation with the Jaycees;
8
9 10. Kiwanis International License Plate – such plates shall be
9
10 designed and issued to members of Kiwanis International. Persons
10
11 applying for such license plate must show proof of membership in
11
12 Kiwanis International. The license plates shall be designed in
12
13 consultation with Kiwanis International;
13
14 11. Certified Public Accountants License Plate - such plates
14
15 shall be designed and issued to any resident of this state who is a
15
16 Certified Public Accountant. Such persons may apply for a Certified
16
17 Public Accountant license plate for each vehicle with a rated
17
18 carrying capacity of one (1) ton or less upon proof of status as a
18
19 Certified Public Accountant. The license plates shall be designed
19
20 in consultation with the Oklahoma Society of Certified Public
20
21 Accountants;

22 12. Civil Emergency Management License Plate – such plates
22
23 shall be designed and issued to persons wishing to demonstrate
23
24 support for the state civil emergency management system. Persons

1 applying for such license plate must show proof of official
1
2 affiliation by presenting a nonexpired proof of employment,
2
3 affiliation or retirement in the form of an identification card or
3
4 letter on official letterhead from a municipal, county or state
4
5 emergency management department head;
5
6 13. Civilian Conservation Corps License Plate – such plates
6
7 shall be designed, subject to criteria to be presented to Service
7
8 Oklahoma, by the Civilian Conservation Corps Association, and issued
8
9 to any person wishing to demonstrate support of the Civilian
9
10 Conservation Corps;

11 14. Rotarian License Plate – such plates shall be designed and
11
12 issued to any resident of this state who is a member of a Rotarian
12
13 Rotary Club of Oklahoma. Such persons may apply for a Rotarian
13
14 license plate for each vehicle with a rated carrying capacity of one
14
15 (1) ton or less upon proof of a Rotarian Rotary Club membership or
15
16 upon the presentment of an application for a Rotarian license plate
16
17 authorized and approved by a Rotarian Rotary Club of Oklahoma. The
17
18 license plates shall be designed in consultation with the five
18
19 Rotarian District Governors and shall contain the Rotarian emblem;
19
20 15. Benevolent and Protective Order of Elks License Plate –
20
21 such plates shall be designed, subject to criteria to be presented
21
22 to Service Oklahoma, by the Benevolent and Protective Order of Elks,
22
23 and issued to any resident of this state who is a member of the
23
24 Benevolent and Protective Order of Elks;

1 16. Humane Society License Plate – such plates shall be
1
2 designed and issued to any person wishing to demonstrate support for
2
3 the Humane Society of the United States. The plates shall be issued
3
4 to any person in any combination of numbers and letters from one to
4
5 a maximum of seven, as for personalized license plates. The plate
5
6 shall contain the official Humane Society logo;
6
7 17. Oklahoma Mustang Club License Plate – such plates shall be
7
8 designed, subject to criteria to be presented to Service Oklahoma,
8
9 by the Oklahoma Mustang Club, and issued to any resident of this
9
10 state who is a member of the Oklahoma Mustang Club. Such persons
10
11 may apply for an Oklahoma Mustang Club license plate upon
11
12 presentment of proof of membership in the Oklahoma Mustang Club.
12
13 The plates shall be issued to any person in any combination of
13
14 numbers and letters from one to a maximum of seven, as for
14
15 personalized license plates;
15
16 18. American Business Clubs (AMBUCS) License Plate - such
16
17 plates shall be designed and issued to members of American Business
17
18 Clubs. Persons applying for such license plate must show proof of
18
19 membership in AMBUCS. The license plates shall be designed in
19
20 consultation with American Business Clubs;
20
21 19. West Point 200th Anniversary License Plate – such plates
21
22 shall be designed and issued to any person wishing to commemorate
22
23 the Two Hundredth Anniversary of the founding of the United States
23
24 Military Academy at West Point, New York. The license plates shall

1 be designed in consultation with the West Point Society of Central

2 Oklahoma;

3 20. Oklahoma Aquarium License Plate - such plates shall be
3
4 designed and issued to persons wishing to demonstrate support for
4
5 the Oklahoma Aquarium. The license plates shall be designed in
5
6 consultation with the Oklahoma Aquarium. Subject to the provisions
6
7 of subsection A of this section, the Oklahoma Aquarium license plate
7
8 is hereby reauthorized effective November 1, 2021;
8
9 21. The Pride of Broken Arrow License Plate – such plates shall
9
10 be designed and issued to any person wishing to demonstrate support
10
11 for The Pride of Broken Arrow marching band. The plates shall be
11
12 designed in consultation with the Broken Arrow Public School System;
12
13 22. Fellowship of Christian Athletes License Plate - such
13
14 plates shall be designed in consultation with the Fellowship of
14
15 Christian Athletes and issued to members and supporters of the
15
16 Fellowship of Christian Athletes;
16
17 23. Parrothead Club License Plate - such plates shall be
17
18 designed and issued to members and supporters of the Parrothead
18
19 Club. The license plate shall be issued to any person in any
19
20 combination of numbers and letters from one to a maximum of seven as
20
21 for personalized license plates;

22 24. Oklahoma Bicycling Coalition License Plate – such plates
22
23 shall be designed and issued to any person who is a member of the
23

1 Oklahoma Bicycling Coalition. The license plates shall be designed
1
2 in consultation with the Oklahoma Bicycling Coalition;
2
3 25. Electric Lineman License Plate – such plates shall be
3
4 designed and issued to persons wishing to demonstrate support for
4
5 Oklahoma’s electric linemen. The license plates shall be designed
5
6 in consultation with the Oklahoma Electric Superintendent’s
6
7 Association;
7
8 26. Alpha Kappa Alpha License Plate – such plates shall be
8
9 designed and issued to any person who is a member of Alpha Kappa
9
10 Alpha Sorority. The license plates shall be designed in
10
11 consultation with the Oklahoma Chapter of Alpha Kappa Alpha
11
12 Sorority;
12
13 27. The National Pan-Hellenic Council Incorporated License
13
14 Plate – such plates shall be designed and issued to any person
14
15 wishing to demonstrate support to any of the nine sororities and
15
16 fraternities recognized by the National Pan-Hellenic Council
16
17 Incorporated. The license plates shall be designed in consultation
17
18 with the Oklahoma Chapter of the National Pan-Hellenic Council
18
19 Incorporated;
19
20 28. Organ, Eye and Tissue License Plate – such plates shall be
20
21 designed and issued to persons wishing to demonstrate support and
21
22 increase awareness for organ, eye and tissue donation. The license
22
23 plates shall be designed in consultation with the State Department
23
24 of Health;

1 29. Central Oklahoma Habitat for Humanity License Plate – such

2 plates shall be designed and issued to persons wishing to
2
3 demonstrate support and increase awareness for
