7 An Act relating to higher education; amending 70 O.S.
7 2021, Section 626.6, which relates to the Oklahoma
8 Higher Education Tuition Aid Act; removing certain
8 eligibility provision; updating language; providing
9 an effective date; and declaring an emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. AMENDATORY 70 O.S. 2021, Section 626.6, is
13
14 amended to read as follows:
14
15 Section 626.6. No person shall be awarded a state tuition aid
15
16 grant unless the person:
16
17 1. Is a resident of the State of Oklahoma this state. Such
17
18 residency shall meet requirements as set out by the Oklahoma State
18
19 Regents for Higher Education;
19
20 2. Has demonstrated financial need for such tuition aid as
20
21 determined by Sections 626.2 and 626.7 of this title and in
21
22 accordance with procedures to be established by the Oklahoma State
22
23 Regents for Higher Education;

1 3. Is not incarcerated in a state, federal or private

2 correctional facility;

3 4. Has demonstrated high moral character, good citizenship, and
3
4 dedication to American ideals;
4
5 5. 4. Has applied for state tuition aid and has been determined
5
6 to be eligible for such tuition aid; and
6
7 6. 5. Has complied with all the rules adopted pursuant to the
7
8 Oklahoma Higher Education Tuition Aid Act for the award, regulation,
8
9 and administration of state college tuition aid.

10 SECTION 2. This act shall become effective July 1, 2023.

11 SECTION 3. It being immediately necessary for the preservation
11
12 of the public peace, health, or safety, an emergency is hereby
12
13 declared to exist, by reason whereof this act shall take effect and
13
14 be in full force from and after its passage and approval.
