The bill proposes the enactment of section 4503.511 of the Revised Code to establish a new "Blackout" license plate for vehicles in Ohio. Owners or lessees of passenger cars, noncommercial motor vehicles, recreational vehicles, or other approved vehicle classes can apply for this special license plate through the registrar of motor vehicles. The blackout license plates will feature a black background with white letters or numbers and will not display the slogan "BIRTHPLACE OF AVIATION" or county identification stickers, which are typically required on standard plates.
To obtain a blackout license plate, applicants must submit a completed application along with the regular license tax, any applicable motor vehicle license tax, a specific blackout license plate fee of forty dollars, and an additional administrative fee of ten dollars. The registrar will collect these fees and deposit them into the state treasury for public safety and highway purposes. This initiative aims to provide vehicle owners with a unique registration option while generating funds for the Bureau of Motor Vehicles to cover the additional services required for issuing these specialized plates.
