The bill proposes the enactment of section 4503.728 of the Revised Code to establish a new specialty license plate known as the "SHELTER" license plate. This plate is intended to support housing and emergency living transitions, empowerment, and recovery for individuals experiencing homelessness. Vehicle owners or lessees can apply for these plates through the registrar of motor vehicles, and the application process can be combined with requests for other special reserved license plates. The "SHELTER" plates will feature specific identifying words or markings approved by the registrar and will include county identification stickers.

To obtain the "SHELTER" license plates, applicants must pay a regular license tax, any applicable motor vehicle license tax, and a $10 administrative fee. Additionally, a contribution of $30 is required for each application, which will be deposited into the newly created SHELTER license plate contribution fund. This fund will be used to provide grants to shelters, emergency housing providers, or nonprofits that assist individuals experiencing homelessness, with the director of development overseeing the approval of grant recipients and amounts.
