The bill establishes the Workforce Investment Now (WIN) for Child Care pilot program, aimed at providing publicly funded child care specifically for child care staff members. The program will be administered by the Department of Children and Youth and will operate during the fiscal years 2026 and 2027, contingent on available funding. Notably, the bill defines "child care staff member" and excludes certain employees from this definition. It also stipulates that when assessing eligibility for publicly funded child care, a county department of job and family services must disregard all family income if the applicant's child caretaker parent is a child care staff member working at least twenty hours per week.

Additionally, the bill appropriates $20 million from the General Revenue Fund for the Child Care Grants to support the WIN for Child Care pilot program. This amount will be reappropriated for the same purpose in fiscal year 2027 if unspent at the end of fiscal year 2026. The Department is required to compile a report on the pilot program's findings and submit it to the Governor and the General Assembly within six months of the program's conclusion.
