It also mandates the Attorney General to create an application form for firearm storage and to issue standard operating procedures and guidance for dealers and agencies. Importantly, the bill clarifies that there is no obligation for dealers or agencies to accept firearms for storage, nor to do so free of charge. If a court finds that a dealer or agency wrongfully withheld a firearm, it allows for the recovery of reasonable costs and attorney's fees for the aggrieved party.
