The bill establishes the Support Children's Overall Psychological and Emotional Health (SCOPE) Pilot Program, which is a collaborative initiative between the Department of Health and the Department of Behavioral Health. The program aims to provide mental health services to children and families dealing with complex medical issues, specifically targeting conditions such as medical-induced post-traumatic stress disorder, anxiety, and depression. The Departments will identify relevant mental health conditions, outline the services to be provided (including outpatient care and counseling), set criteria for service provision, and compile a list of service providers. The program will operate independently from the existing Program for Children and Youth with Special Health Care Needs and will inform eligible families about its availability.

The SCOPE Pilot Program is funded with an appropriation of $500,000 from the General Revenue Fund for fiscal year 2026, with the possibility of reappropriation for fiscal year 2027. The program is set to terminate after one year or when funding is exhausted, whichever comes first. Upon termination, the Departments will conduct a survey of participating families to evaluate the program's effectiveness. The bill includes provisions for the management of appropriations and expenditures related to the program, ensuring compliance with existing legislative requirements.
