The bill amends sections 4765.36 and 4765.361 of the Revised Code to update the regulations governing the performance of medical services by emergency medical technicians (EMTs) in hospitals. It allows EMTs, including those at the basic, intermediate, and paramedic levels, to perform both emergency and nonemergency medical services in specified areas of a hospital, such as the emergency department and during patient transport. The bill introduces new provisions that specify the conditions under which these services can be performed, including the requirement for services to be conducted under the privileges delineated by the hospital and under the supervision of a physician, physician assistant, or registered nurse.
Additionally, the bill clarifies that EMTs can perform certain nonemergency medical services outside of hospitals, provided they are under the direction of their medical director or cooperating physician advisory board. It emphasizes that EMTs may only perform services they are legally authorized to conduct as emergency medical services. The existing language that restricted the performance of these services in nonemergency situations has been deleted, and new language has been inserted to broaden the scope of services EMTs can provide in both emergency and nonemergency contexts.
