The bill proposes the enactment of section 5501.84 of the Revised Code, which aims to prohibit public entities in Ohio from purchasing or acquiring small unmanned aircraft systems (drones) that are manufactured or assembled by covered foreign entities. A "covered foreign entity" is defined as individuals, foreign governments, or parties that meet specific criteria, including being listed on the U.S. Department of Commerce's consolidated screening list, being domiciled in China or Russia, or being under the influence of these governments. The bill also defines what constitutes a small unmanned aircraft system and clarifies that it does not include satellites.

Additionally, the bill stipulates that no state funds can be used in connection with the acquisition of these drones from covered foreign entities, including funds awarded through contracts, grants, or cooperative agreements. Furthermore, starting May 1, 2027, public entities will also be prohibited from operating any small unmanned aircraft systems manufactured or assembled by these covered foreign entities. This legislation aims to enhance security and reduce reliance on foreign entities deemed a risk to national interests.
