The proposed bill, known as the Fit, Safe, and Strong Communities Act, aims to establish a grant program that will reimburse local government entities for up to seventy-five percent of the costs associated with the acquisition, development, and rehabilitation of community recreation spaces, including parks, playgrounds, and recreation centers. The program will be administered by the Director of Children and Youth, with assistance from the Director of Natural Resources. Local government entities such as townships, cities, and park districts will be eligible to apply for these grants, provided they meet specific criteria, including proof of property ownership or long-term leasing, a detailed development plan, and a partnership with a nonprofit organization or community partner.

The bill also prioritizes applications that include plans for creating play area capacity or developing learning labs, which are defined as spaces for educational activities focused on health, wellness, and technology training. The act appropriates a total of $10,250,000 for each of the fiscal years 2025 and 2026, with $10,000,000 allocated specifically for the grant program and $250,000 designated for establishing learning labs within local government recreation centers. This funding is in addition to any other operating appropriations for those fiscal years.
