The bill enacts a new section, 3345.89, of the Revised Code, which establishes regulations regarding the start times of college football games in Ohio. Specifically, it prohibits any college football game from starting before 3:30 p.m. if one of the competing teams is from a state university and both teams are ranked in the top ten of the Associated Press poll or its successor. However, this restriction does not apply if an earlier start time is considered a "college football tradition," defined as a game time that has been consistently used for at least 95% of the matchups between two teams that have faced each other at least fifty times.
Additionally, the bill imposes significant penalties for violations of the start time regulation. If a game starts earlier than allowed, the attorney general is mandated to impose a fine of ten million dollars on either the host team's athletic conference or the television network responsible for scheduling the game. Furthermore, state universities are prohibited from entering or renewing contracts that would allow for their football teams to start games in violation of this new law.
