The proposed bill, known as the Atmosphere Protection Act, seeks to enact section 2917.43 of the Revised Code, which prohibits individuals and entities from engaging in solar radiation modification, cloud seeding, or sunlight reflection methods within the state of Ohio. The bill defines key terms related to these activities, including "cloud seeding," "marine cloud brightening," "solar radiation modification," and "stratospheric aerosol injection." It establishes that these activities can be conducted using various platforms, such as aircraft, drones, or space-based technologies.

To enforce this prohibition, the bill grants authority to the superintendent of the state highway patrol or county sheriffs to issue cease-and-desist orders against violators. Noncompliance with such orders is also addressed, and violations of the new section are classified as strict liability offenses, with offenders facing severe penalties. Specifically, a violation is categorized as a third-degree felony, carrying a mandatory prison term of thirty-six months and a minimum fine of five hundred thousand dollars.
