The Chief Steven DiSario Act amends the Revised Code to prohibit manufactured home park operators, condominium associations, neighborhood associations, and landlords from restricting the display of the thin blue line flag. The bill introduces provisions that allow for the display of this flag or emblem on flagpoles, through brackets, or in windows, as long as these displays comply with state law, local ordinances, or proclamations by the governor. It also clarifies the definition of the thin blue line flag and emblem, detailing their design elements. Furthermore, the act expands the rights of tenants and homeowners by removing existing legal language that limited the display of certain flags, including the United States flag and the national league of families POW/MIA flag.

In addition to these insertions, the bill ensures that flags such as the United States flag, state flags, service flags, and the thin blue line flag can be displayed in condominium properties and rental agreements without restrictions. It prohibits any declarations, bylaws, rules, regulations, or agreements that would prevent the display of these flags, affirming that such restrictions are against public policy and unenforceable in court. The bill also outlines the responsibilities of tenants regarding the installation of flagpoles or brackets and clarifies that landlords are not liable for issues arising from these displays if they have not been notified. Lastly, it repeals certain existing sections of the Revised Code that may conflict with the new provisions.
