The bill establishes the Workforce Investment Now (WIN) for Child Care pilot program, aimed at providing publicly funded child care specifically for child care staff members in Ohio. The program will be administered by the Department of Children and Youth and will operate during the fiscal years 2026 and 2027, contingent on available funding. Notably, the bill stipulates that when assessing eligibility for publicly funded child care, county departments of job and family services must exclude all family income if the applicant can demonstrate that the child's caretaker parent is a child care staff member working at least twenty hours per week.
Additionally, the bill includes an appropriation of $20 million from the General Revenue Fund for the Child Care Grants, which will be allocated to support the WIN for Child Care pilot program. Any unspent funds from this appropriation at the end of fiscal year 2026 will be reappropriated for the same purpose in fiscal year 2027. The Department is also required to compile a report detailing the findings from the pilot program within six months of its conclusion and submit it to the Governor and the General Assembly.
