The bill establishes the Workforce Investment Now (WIN) for Child Care pilot program, aimed at providing publicly funded child care specifically for child care staff members, excluding employees of approved child day camps and administrators. The program will be administered by the Department of Children and Youth and will operate during fiscal years 2026 and 2027, contingent on available funding. A key feature of the program is that it allows county departments of job and family services to exclude all family income from eligibility determinations for publicly funded child care if the applicant demonstrates that the child's caretaker parent is a child care staff member working at least twenty hours per week.
Additionally, the bill includes an appropriation of $20 million from the General Revenue Fund for the Child Care Grants to support the WIN for Child Care pilot program. This amount will be reappropriated for the same purpose in fiscal year 2027 if unspent at the end of fiscal year 2026. The Department is also required to complete a report on the pilot program's findings and submit it to the Governor and the General Assembly within six months after the program concludes.
